Objectives

The primary objective of this tender is to establish a rate-based contract with two regional contractors to undertake maintenance, repairs, and associated works to roads, stormwater infrastructure, fencing, guardrails, and related assets within the West Central Region of eThekwini Municipality. The contract aims to facilitate efficient, safe, and compliant execution of works on an as-and-when-required basis over a period of 36 months, ensuring minimal disruption to traffic and the public while maintaining infrastructure integrity.

Scope

The scope includes, but is not limited to:

• Maintenance and repairs of roads, sidewalks, pavements, and stormwater infrastructure.
• Construction and repair of access hardenings and stormwater drainage systems.
• Cleaning of stormwater catch pits, outlets, pipes, culverts, and open drains.
• Repair and reinstatement of protection structures, fencing, guardrails, and barriers.
• Installation, resetting, and repair of manholes, chambers, and appurtenant drainage works.
• Road markings (retro-reflective and thermoplastic), line removal, and signage.
• Construction and repair of concrete slabs, paving, kerbs, and associated structures.
• Provision of plant, labour, safety measures, and traffic management.
• Implementation of environmental, health, and safety controls as per specifications.

Technical Requirements

The technical requirements encompass:

• Adherence to the Standard Engineering Specifications and the Employer’s Particular Specifications.
• Compliance with the Occupational Health and Safety Act, Construction Regulations 2014, and related legislation.
• Provision of competent personnel, including Construction Manager, Safety Officer, Supervisors, and skilled workers.
• Implementation of a comprehensive Health and Safety Plan, including hazard identification, risk assessments, and mitigation measures.
• Provision of necessary permits, certificates, and documentation, including COIDA Good Standing, construction permits, and safety certificates.
• Use of approved materials, equipment, and methods for all works, including asphalt, concrete, fencing, and stormwater assets.
• Proper traffic management, signage, and public safety measures during construction activities.
• Environmental management, waste disposal, and site housekeeping in accordance with legislation and specifications.
• Regular monitoring, audits, and reporting on health and safety performance.

Skills and Competencies Requirements

The tenderer must demonstrate:

• Registration and compliance with the CIDB (minimum Grade 6 or higher) and B-BBEE Level of Contribution.
• Proven experience of at least three (3) similar projects of a minimum value of R5 million each within the past 10 years, involving road, stormwater, or related infrastructure repairs.
• Ability to provide verifiable references and documentation for completed projects, including contracts, payment certificates, and scope of work.
• Qualified and registered personnel, including:
• Construction Manager with relevant qualifications and experience.
• Construction Safety Officer registered with SACPCMP.
• Supervisors and skilled workers with appropriate training and competencies.
• Capability to mobilize, manage, and execute works safely, efficiently, and in compliance with all legal and technical standards.
• Provision of adequate health and safety resources, PPE, and environmental controls.
• Effective traffic management and community engagement skills.
• Ability to produce and maintain comprehensive health and safety documentation, including risk assessments, method statements, and safety files.
