Objectives

The primary objective of this tender is to establish a rates-based contract for maintenance and repairs of roads and stormwater infrastructure within the North Central Region of Ethekwini Municipality. The contract aims to ensure the ongoing upkeep, repair, and maintenance of infrastructure on an as-and-when required basis over a period of 36 months, thereby maintaining the functionality and safety of the road and stormwater systems.

Scope

The scope of the tender encompasses a comprehensive range of activities including:

• Preliminary and general works related to maintenance obligations
• Road asphalt repairs, reinstatements, and full-depth repairs across various categories
• Concrete paving repairs, sidewalk, footpath, and median area works
• Access hardening works including kerb relays and pavement strengthening
• Stormwater infrastructure repairs such as manhole cover replacements, pipe cleaning, and culvert maintenance
• Road marking, line painting, and installation of road studs
• Construction and maintenance of retaining structures, fencing, and guardrails
• Subsoil and earthworks including site clearance and excavation
• Other associated activities such as vegetation control, site cleaning, and miscellaneous dayworks

Technical Requirements

The technical requirements specify adherence to standards and specifications, including but not limited to:

• Provision of qualified personnel and equipment for asphalt repairs, concrete works, and earthworks
• Compliance with relevant standards such as standard specifications for asphalt and concrete works
• Use of approved materials, including hot mix asphalt, cold mix, geofabrics, and precast elements
• Implementation of safety and occupational health protocols as per Occupational Health and Safety Act and Construction Regulations
• Proper site management, including traffic management, security, and environmental controls
• Accurate record-keeping and proof of work hours, materials used, and quality standards
• Provision of necessary permits, approvals, and documentation as required by the Engineer

Skills Requirements

The tender demands a range of skills, including:

• Experienced personnel in road construction, asphalt laying, and concrete works
• Skilled operators for machinery such as rollers, excavators, skid-steer loaders, and jetting machines
• Qualified occupational health and safety officers
• Technical expertise in stormwater infrastructure, including pipe installation, manhole maintenance, and culvert cleaning
• Competence in traffic management, fencing, and guardrail installation
• Project management skills for site supervision, quality control, and documentation
