Objectives

The primary objective of this tender is to establish a rates-based panel contract for the maintenance, repairs, and related roadway works, including stormwater infrastructure, to be used on an as-and-when-required basis over a period of 36 months. The contract aims to facilitate efficient and flexible delivery of various construction and maintenance activities across specified infrastructure components, ensuring compliance with technical standards and environmental considerations.

Scope

The scope encompasses a comprehensive range of roadway and stormwater infrastructure works, including but not limited to:

• Preliminary and general requirements
• Site clearance, including clearing and grubbing
• Services installation and trenching, including relocation of existing services
• Drainage works, such as culverts, concrete kerbing, and channeling
• Earthworks, including excavation, stockpiling, and backfilling
• Layerworks comprising roadbed, fill, pavement layers, and stabilization
• Ancillary road works including signage, fencing, landscaping, and finishing
• Additional activities like stormwater management, guardrails, and gabions

The contract covers works across various CIDB grades (4, 5, and 6) and includes provisions for routine maintenance, emergency repairs, and infrastructure upgrades as required.

Technical Requirements

The technical requirements specify adherence to detailed specifications and standards, including:

• Use of specified materials such as concrete, asphalt, gabions, and geotextiles
• Compliance with design drawings and standards for culverts, kerbing, signage, and other infrastructure components
• Implementation of environmental management plans, including monitoring and reporting
• Proper handling, excavation, and backfilling of various materials, including boulder and hard excavation
• Installation of safety and traffic management systems, including signage, barriers, and road markings
• Provision for demolition, removal, and disposal of existing structures and materials
• Quality control measures such as surface finishing, riding quality, and compaction
• Installation of guardrails, fencing, and landscaping as per specifications
