Objectives

The primary objective of this tender is to appoint a panel of up to three service providers to supply and deliver various stationery, cleaning materials, security services, traffic contravention management systems, and related services to the Rustenburg Local Municipality for a period of three years. The aim is to ensure efficient procurement, maintenance, and support services across multiple categories, including office supplies, cleaning, security, traffic management, and infrastructure upgrades.

Scope

The scope of work encompasses:

• Supply and delivery of stationery for three years.
• Provision of cleaning materials and related services for three years.
• Provision of security services, including armed response and alarm systems, for three years.
• Supply and installation of traffic contravention management systems, mobile digital laser speed cameras, and vehicle system infrastructure for three years.
• Supply, installation, and maintenance of pumps and pump-station infrastructure for three years.
• Supply and maintenance of the Mpheni House chiller plant for three years.
• Provision of VAT recovery services for three years.
• Engagement of registered travel agents for a period of 36 months.

Technical Requirements

The technical requirements include:

• Mandatory submission of all relevant certifications and proof of deposit/payment.
• Minimum functionality score of 70 out of 100 for relevant categories, with specific scoring criteria such as quality, experience, and compliance.
• Adherence to CIDB grading requirements (minimum of 4ME or higher for infrastructure-related services).
• Specific technical specifications for each service category, including security systems, traffic management, and infrastructure upgrades.
• Submission of a USB containing scanned bid documentation, including technical specifications and additional documentation.

Skills Requirements

The skills and qualifications required from bidders include:

• Proven experience in supplying and maintaining the specified services and infrastructure.
• Accreditation and certification as per industry standards (e.g., ASATA accreditation for travel agents).
• Capability to meet minimum functionality scores, demonstrating technical competence and quality standards.
• Compliance with CIDB grading requirements for relevant infrastructure projects.
• Ability to provide all mandatory documentation, including certifications, proof of payment, and project references.
