Objectives

The primary objective of this tender is to appoint a qualified service provider to implement a comprehensive drinking water quality monitoring programme within the Rustenburg jurisdiction for a period of three years. The programme aims to ensure compliance with national standards, safeguard public health, and maintain the reliability of water service delivery by conducting sampling, analysis, reporting, and data management activities.

Scope

The scope of work includes:

• Monitoring sampling points on the retail water distribution network within Rustenburg Local Municipality's boundaries.
• Sampling, transportation, and analysis of water quality determinants as specified in the tender documents.
• Analysis of results, scientific reporting, and uploading data to the Integrated Regulatory Information System (IRIS).
• Participation in planning meetings, incident response, and Blue Drop audit preparations.
• Provision of laboratory services, including on-site residual chlorine measurement and laboratory analysis of various microbiological, physical, chemical, and organoleptic parameters.
• Adherence to regulatory and quality standards, including SANS 241:2015 and WHO guidelines.
• Provision of training, technical support, and participation in water safety planning and audits.

Technical Requirements

The technical requirements for the successful service provider include:

• Proof of participation in recognized Proficiency Testing Schemes (PTS) with acceptable z-score results (between -2 and 2) or an agreement with a compliant laboratory.
• Provision of a detailed sampling plan, including sample collection, transportation, and analysis procedures.
• Sampling at 110 points bi-weekly (total of 2640 samples annually) for residual chlorine and other determinants, with costs provided per sample for each parameter over three years.
• Analysis of microbiological, physical, chemical, and organoleptic parameters as specified in the tender, with rates for each parameter and year provided in the pricing schedule.
• Use of trained personnel for sample collection, ensuring sample integrity and timely communication of results within 48 hours.
• Uploading all analysis data to IRIS accurately and promptly to meet regulatory compliance.
• Participation in water safety planning, Blue Drop audits, and incident management protocols.
• Provision of qualified personnel with relevant certifications (e.g., SACNASP registration), CVs, and proof of qualifications.
• Availability of sufficient fleet (minimum of four 4x2 bakkies) for sample transportation.
• Adherence to contractual obligations, including reporting, quality assurance, and confidentiality requirements.
