Objectives

The primary objective of this tender is to establish a five-year panel of qualified water treatment chemical suppliers to support all Limpopo Water (LNW) operated water and wastewater treatment plants. The aim is to ensure a reliable, efficient, and continuous supply of a comprehensive range of approved treatment chemicals, thereby supporting LNW's mandate to deliver uninterrupted bulk potable and semi-treated water to various clients across Limpopo Province.

Scope

The scope encompasses the supply and delivery of a full range of water treatment chemicals to LNW-operated water and wastewater treatment plants. This includes:

• Sodium Hypochlorite (clear yellow liquid, 25 kg bags)
• Calcium Hypochlorite (HTH tablets, granules, chips, active chlorine min 65-70%)
• Flocculants (various types, with Certificates of Analysis)
• Bioremediation solutions (bacterial)
• Hydrochloric Acid
• Sodium Hypochlorite (liquid)
• Sodium Hydroxide (caustic soda)
• Powder Activated Carbon
• Other specified chemicals as per plant requirements

The chemicals must be SABS or NSF approved, packed in specified sizes, and supplied to multiple treatment plants with their GPS coordinates and capacities listed. The panel will support both water and wastewater treatment plants, with the possibility of engaging new schemes under the same panel based on performance and need.

Technical Requirements

The technical requirements include:

• Provision of chemicals that meet specified quality standards, including Certificates of Analysis (COA).
• Supply of chemicals in approved packaging (e.g., 25 kg bags, drums, tablets, chips).
• Compliance with safety, health, and environmental standards, including Occupational Health and Safety regulations.
• Availability of technical support staff with relevant qualifications (Diploma or Degree in Water Chemistry or related field) and experience in water treatment plant optimization.
• Provision of technical documentation such as Material Safety Data Sheets (MSDS) and COAs.
• Adherence to specified delivery schedules, pricing schedules, and sample submission protocols.
• Participation in jar tests and raw water sampling as part of quality assurance and product evaluation.
• Use of a rotational procurement process from the panel, with specific procedures for order placement, evaluation, and emergency supply.

Skills Requirements

The skills and qualifications required from bidders include:

• Proven experience in the supply and delivery of water and wastewater treatment chemicals, supported by reference letters for similar projects.
• Fleet availability with appropriate vehicles for chemical transportation, including valid vehicle registration and hazard transport permits.
• Qualified technical support staff, including at least two employees with a Diploma or Degree in Water Chemistry or related fields, with experience in plant optimization.
• Capability to perform jar tests, raw water sampling, and product analysis, supported by relevant certifications and laboratory results.
• Compliance with health and safety standards, including Hazchem certificates and load testing for hazardous chemicals.
• Ability to provide technical documentation, samples, and support throughout the contract duration.
• Understanding of procurement procedures, including sample handling, bid submission, and adherence to evaluation criteria.
