Objectives

The primary objective of this tender is to appoint accredited service providers to deliver skills programmes training, conduct skills audits, and undertake professional research studies for Nkomazi Local Municipality over a period of thirty-six (36) months. The aim is to address high unemployment, low education levels, and skills gaps within the municipality by developing targeted training, assessing current workforce competencies, and supporting informed decision-making to improve municipal operations and service delivery.

Scope

• Provision of skills programmes, learnerships, apprenticeships, and related training activities aligned with SETA, QCTO, and CHE standards.
• Assessment of current skills and knowledge of municipal employees and unemployed youth, identifying gaps and developing training plans.
• Conducting comprehensive skills audits across various municipal departments and levels, including top management to level 3 employees.
• Development of organizational training frameworks, competency models, and personal development plans based on audit outcomes.
• Implementation of professional research studies, feasibility assessments, and data collection using qualitative, quantitative, or mixed methods.
• Provision of continuous research education, skills transfer, and capacity building to municipal staff and community members.
• Supporting skills transfer through involvement of municipal personnel in research, skills audits, and training activities.

Technical Requirements

The successful bidders must demonstrate the ability to meet the following technical criteria:

• Proof of accreditation with relevant bodies (SETA, QCTO, CHE) for delivering skills programmes and training.
• Facilitators, assessors, and moderators must possess relevant tertiary qualifications and registration proof.
• Development of a detailed methodology for skills audits, including online assessment tools aligned with municipal systems.
• Provision of a Skills Transfer Plan and a comprehensive organizational training plan addressing identified skills gaps.
• Preparation of a Skills and Competency Framework for various municipal departments and levels.
• Conducting skills assessments, including psychometric testing, and producing detailed reports on skills supply and demand.
• Employing appropriate research strategies (qualitative, quantitative, or mixed) with inception reports, data collection instruments, and draft final reports.
• Submission of certified accreditation certificates, facilitator CVs, and proof of registration with relevant bodies.
• Capacity to deliver services in English, with evidence of experience in similar projects and community investment initiatives.

All bidders must meet the minimum technical evaluation threshold of 70 points out of 100 to proceed to price and preference evaluations.
