Objectives

The primary objective of this tender is to procure training services for municipal officials on the Municipal Finance Management Programme (MFMP), specifically covering 21 unit standards at NQF Level 6, with SAQA ID 48965. The aim is to enhance the financial management skills and knowledge of municipal officials in accordance with the requirements of the Municipal Finance Management Act, 2003.

Scope

The scope of the tender includes:

• Provision of training for municipal officials on the MFMP 21 unit standards at NQF Level 6.
• Delivery of training sessions as per the specifications outlined in the tender document.
• Completion of all training activities within the stipulated timeframe.
• Provision of necessary training materials and certification upon successful completion.

Technical Requirements

The technical requirements for the tender include:

• Submission of fully completed tender documents, clearly marked with tender number and bidder details.
• Provision of a valid accreditation certificate by LGSETA endorsed by National Treasury.
• Submission of a current municipal account or lease agreement (not older than 3 months).
• Joint ventures must be registered on the CSD and submit a joint venture agreement.
• Compliance with all mandatory documentation, including company registration certificates and tax compliance status (non-compulsory).
• Attendance at a non-compulsory clarification meeting scheduled for 14/07/2026.

Skills Requirements

The successful bidder must demonstrate:

• Expertise in municipal finance management training and capacity building.
• Ability to deliver training aligned with the 21 unit standards at NQF Level 6.
• Experience in conducting similar training programs for municipal officials.
• Accreditation by LGSETA to ensure training quality and compliance.
• Capacity to provide training materials, assessments, and certification.
