Objectives

The primary objective of this tender is to appoint a qualified service provider to deliver comprehensive equine (horse) care services for approximately fifteen (15) horses used by the Tshwane Metro Police Department (TMPD). The contract duration is limited to a period not exceeding three (3) months.

Scope

The scope encompasses the provision of all necessary services and facilities to ensure the proper care, grooming, feeding, training, and management of the horses. This includes:

• Establishing and maintaining suitable property within Tshwane’s municipal boundaries, at least 20 hectares in size, registered as farmland or agricultural holding.
• Providing paddocks with safe access control, shading (natural or artificial), feed and water troughs.
• Constructing and maintaining training facilities such as lunging rings and obstacle courses.
• Providing parking, storage, and operational facilities compliant with safety and health standards.
• Ensuring proper care, grooming, vaccination, deworming, feeding, and disposal of deceased horses.
• Reporting incidents, defects, and adhering to penalties for non-compliance.

Technical Requirements

The technical specifications include:

• Location within Tshwane, with property registered as farmland and a minimum size of 20,000 m².
• Facilities such as paddocks, shaded areas, feeding and water troughs, training rings, loading areas, parking bays, stable blocks, and storage units.
• Stable design with adequate ventilation, lighting, non-slip floors, and safety features.
• Provision of individual grooming kits, proper grooming and care routines, and veterinary oversight.
• Vaccination, deworming, and medication administration in consultation with registered veterinarians.
• Proper disposal procedures for deceased horses, including post-mortem costs covered within the contract.
• Incident reporting, defect management, and adherence to penalties for breaches.
• Compliance with relevant national legislation including animal welfare laws and health standards.

Skills Requirements

The successful bidder must demonstrate:

• Experience in managing equine facilities and providing comprehensive horse care services.
• Knowledge of animal welfare legislation and standards.
• Ability to establish and maintain suitable property and infrastructure within municipal boundaries.
• Qualified personnel for stable management, grooming, veterinary care, and training.
• Capacity to implement health and safety protocols, incident reporting, and defect management.
• Proficiency in record-keeping, including individual horse files, vaccination, deworming, and treatment registers.
• Ability to coordinate with the Equestrian Unit and adhere to supervision and reporting requirements.
