Objectives

The primary objective of this tender is to appoint an accredited training service provider to deliver Mfmp (Municipal Financial Management Programme) training to Okhahlamba Local Municipality staff over a period of 12 months. The aim is to enhance the financial management skills and capacity of municipal staff through accredited training programs.

Scope

The scope of the project includes:

• Provision of Mfmp training to Okhahlamba Local Municipality staff for a duration of 12 months.
• Full programme delivery covering 21 unit standards related to Mfmp.
• In-house training conducted at the municipality’s venue, with all costs including training materials, facilitation, assessment, moderation, administration, and learner result uploads covered by the service provider.
• Venue, accommodation, and catering supplied by the municipality.
• Finalization of training dates, venue, and payment plans through consultation with the successful provider.

Technical Requirements

The technical requirements for the tender include:

• Provision of a full Mfmp training programme with 21 unit standards, including units such as 116358, 116364, 116363, etc.
• Qualified facilitators, registered assessors, and moderators with relevant experience and certifications.
• Provision of training materials, facilitation, assessment, moderation, and learner support.
• All costs related to training, assessment, moderation, travel, subsistence, and certification to be included in the quotation.
• Adherence to the specified programme content and accreditation standards.
• Evaluation based on functionality (minimum 70%) and preference points system (80/20 or 90/10).

Skills Requirements

The skills and qualifications required from the service provider include:

• Proven experience in delivering Mfmp or similar municipal financial management training, with records of at least 3-4 municipalities or more (attach proof).
• Demonstrable experience of at least 2-5 years in training delivery, with relevant certificates and CVs of key personnel.
• Qualified facilitators, assessors, and moderators with appropriate certifications and registration with relevant controlling bodies.
• Capability to develop and deliver comprehensive training programmes aligned with unit standards.
• Ability to provide all necessary training materials, assessment tools, and certification documentation.
• Capacity to conduct in-house training, including logistical arrangements and learner support.
