Objectives

The primary objective of this tender is to appoint suitable service providers for the provision of radio slots over a period of 12 months. The successful bidder will be responsible for delivering integrated branding and media services, including radio advertising, advertorials, media coordination, and special event coverage such as the Mayoral Cup. The aim is to enhance the municipality’s communication, public engagement, and promotional activities through effective media campaigns.

Scope

The scope of work encompasses:

• Media advertising on national, regional, and local radio stations, including promo adverts and live reads.
• Advertising in newspapers and publications such as Ilanga, Isolezwe, Mercury, Sunday Times, Government Gazette, and local newspapers.
• Media coordination activities involving various radio stations, TV channels, and social media platforms.
• Specialized radio slots for Mayoral interviews, live broadcasts, promos, and coverage of the Mayoral Cup event.
• Preproduction, voiceover, technical support, transportation, and postproduction services for radio campaigns.
• Coverage of community radio stations and media outlets for event promotion and public engagement.

Technical Requirements

The technical requirements include:

• Provision of radio adverts (promo ads and live reads) on specified radio stations, each lasting 30 seconds or 15 minutes, over 5 days.
• Advertising in various newspapers with specified sizes and color options, including full, half, and quarter pages.
• Media coordination for multiple radio stations and social media platforms, including social media content creation and live broadcasts.
• Scheduling and executing Mayoral interviews, live broadcasts, promos, and event coverage, including preproduction, voiceovers, and technical support.
• Delivery of recordings, postproduction, and archiving of media content.
• Compliance with all technical standards for broadcasting, recording, and media content quality.

Skills Requirements

The tender specifies the following key skills and roles required from the service provider:

• Preferred Organogram and Key Personnel:
  • Senior Project Lead/Account Director with at least 15 years’ experience in journalism, communications, marketing, media liaison, and branding.
  • Media Buyer/Planner with a minimum of 10 years’ experience across various media platforms.
  • Creative Director/Lead Designer with at least 5 years’ experience in graphic design and visual communication.
  • Graphic Designer capable of producing design materials for signage, banners, social media graphics, etc.
  • Finance Manager with NQF Level 7 in Accounting or Financial Management.
  • Writers experienced in developing messaging strategies, press releases, and public engagement content.
• Media and Communication Skills: Proven experience in media planning, advertising, and media liaison.
• Technical Skills: Ability to produce, record, edit, and archive radio and media content, including live broadcasting and social media management.
• Event Coverage Skills: Experience in managing live events, interviews, and special broadcasts such as the Mayoral Cup.
• Compliance Skills: Knowledge of procurement regulations, tax compliance, and supply chain management practices.
