Objectives

The primary objective of this tender is to procure the supply, installation, repairs, and maintenance of a Biomatrix system for a period of three years across all municipal departments and buildings within Okhahlamba Local Municipality. The contract aims to ensure the ongoing functionality, support, and expansion of biometric and access control systems to enhance municipal security and operational efficiency.

Scope

The scope of work includes:

• General maintenance of existing biometric and access control systems throughout municipal facilities.
• Refurbishment and expansion, involving upgrades, replacements, and additions as needed due to wear or expansion requirements.
• Routine and preventative maintenance, troubleshooting, repairs, and inspections.
• Installation and extension of systems, including upgrades and system integration.
• Support for all municipal buildings and departments under Okhahlamba Local Municipality.

The scope also covers the provision of related hardware, software, and accessories such as biometric readers, RFID tags, sensors, power supplies, networking cables, servers, switches, and backup systems, as detailed in the specifications.

Technical Requirements

The technical requirements include:

• Supply of biometric and access control hardware (e.g., facial & biometric readers, RFID tags, sensors, power units).
• Installation of hardware including cable management, networking components, and server infrastructure.
• Provision of software for system setup, configuration, and ongoing management, including user licenses and system maintenance.
• Routine and preventative maintenance, repairs, troubleshooting, and system upgrades.
• System integration to support expansion and additional systems as needed.
• Compliance with quality standards such as ISO 9001:2015.
• Adherence to specified performance standards, including functionality support of at least 80% for the biometrics system over the contract period.
• Provision of training, technical support, and documentation for system operation and maintenance.

Skills and Skills Requirements

The successful bidder must demonstrate:

• Proven experience in supplying, installing, and maintaining biometric and access control systems, with evidence of similar previous projects (minimum R30,000 per project or equivalent).
• Certification in Biomatrix systems or equivalent biometric technology.
• ISO 9001:2015 quality management certification for sale and installation of electronic security solutions.
• Capability to provide technical support, system configuration, and training services.
• Qualified personnel including project managers, IT engineers, and technical technicians with relevant expertise.
• Ability to provide ongoing maintenance, troubleshooting, and repairs on biometric and access control systems.
• Local presence and utility proof (e.g., utility bills or lease agreements) to qualify for local supplier points.
• Compliance with tax and supply chain management regulations, including SARS registration and CSD registration.
