Objectives

The primary objective of this tender is to procure suitable office space within George CBD or within a 2 km radius to serve as the Land Bank's George Satellite Office. The lease is planned for an initial period of 3 years, with an option to renew for an additional 2 years, ensuring operational continuity and flexibility for the Land Bank.

Scope

The scope of the tender includes:

• Identification and leasing of office premises within George CBD or nearby (within 2 km).
• Provision of office space sized between 100 m² and 150 m², suitable for small to medium-sized operations.
• Ensuring the premises are on the ground or first floor, with appropriate parking facilities (secured basement or covered bays, visitor parking).
• Furnishing the office with necessary facilities such as a fitted kitchen, ablutions, storage/strong room, and accessibility features for persons with disabilities.
• Meeting technical requirements related to HVAC, electrical systems, fire safety, and backup power (generator or inverter).
• Adherence to specified spatial layout and construction standards, including acoustic insulation, privacy features, and communication infrastructure.
• Evaluation of proposals based on compliance with mandatory requirements, cost, and additional value-added features.

• Floor: Ground or 1st floor only

• Type: Commercial office space with options for lease up to 5 years, including renewal
• Parking: 4 secured, lockable basement or covered bays, plus 2 visitor/open parking bays
• Facilities:
  • Fitted kitchen and break area
  • Filing/Strong room
  • Ablutions and accessible entrance for persons with disabilities
• Security: Perimeter fencing with 24/7 access control
• Mechanical & Electrical:
  • HVAC system (split-type or centralized VRV/VRF with zoning)
  • Lighting: LED panels with ambient and feature lighting
  • Power: Adequate outlets, dedicated circuits for high-load equipment
  • Data & Communication: Optional structured cabling, server rack location, backup power provisions
• Safety & Compliance:
  • Fire alarm system with detectors
  • Emergency lighting and signage
  • Fire extinguishers/hose reels as per local code

Additional Requirements

• Generator or inverter for backup power, installed at no cost to the Land Bank
• Fibre or network connectivity
• Construction materials: gypsum partitions with acoustic insulation, ceramic flooring, suspended acoustic ceilings, double-glazed windows with privacy features, solid-core or laminate interior doors
• Office layout to include reception, open workspace, private offices, meeting rooms, pantry, storage, and circulation areas

Evaluation Criteria

Proposals will be evaluated in two stages:

1. Mandatory Requirements: Compliance with minimum space, location, security, facilities, and submission of required documentation (proof of registration, good standing with SARS, ownership documents, disclosure forms, preference claim forms). Non-compliance leads to disqualification.
2. Price and Value: Costing for a 3-year lease with an optional 2-year renewal, including rental rates, operational costs, parking, and any tenant installation allowances. Prices must be valid for 120 days and inclusive of escalation provisions.
