Objectives

The primary objective of this tender is to procure suitable office space within Worcester (Western Cape) to serve as a satellite office for the Land Bank Worcester for an initial period of 3 years, with an option to renew for a further 2 years. The selected office space should facilitate the Bank’s operational needs, ensure accessibility, visibility, and compliance with specified requirements, thereby supporting the Bank’s mandate to promote agricultural and rural development.

Scope

The scope of the tender includes:

• Identification and leasing of office premises within Worcester CBD or within a 2 km radius from Worcester CBD.
• Office space size between 100 m² and 150 m².
• Provision of modern, Grade B or A commercial office space with necessary facilities.
• Lease terms for 3 years with an option to renew for an additional 2 years.
• Office features including parking (secured basement or open bays), fitted kitchen, filing/strong room, ablutions, accessibility features, security, HVAC, and infrastructure for fiber or network connectivity.
• Compliance with specific location, accessibility, security, and infrastructural requirements.

Technical Requirements

The technical specifications for the office space include:

• Size: 100 m² – 150 m²
• Type: Commercial office space, modern Grade B or A or better
• Location: Within Worcester CBD or within 2 km radius, with good visibility from main arterial roads
• Parking: 5 secured basement/covered bays and 2 open/visitor bays
• Facilities: Fitted kitchen, filing/strong room, ablutions, and accessibility features for persons with disabilities
• Security: Secured premises with access control and 24/7 security features
• Mechanical: HVAC and all mechanical systems in place
• Connectivity: Infrastructure for fiber or network connectivity, beneficial for operational needs
• Occupancy: Proposed occupation date of 01 August 2026, with lease start date of 01 September 2026

Skills Requirements

The skills and capabilities required from bidders include:

• Proven experience in leasing commercial office spaces, preferably within Worcester or similar environments
• Knowledge of local property market and infrastructure standards
• Ability to meet technical specifications and compliance requirements as outlined
• Capacity to negotiate lease terms, including renewal options and price escalations
• Understanding of procurement policies, including adherence to the Preferential Procurement Regulations 2022
• Capability to provide all required documentation, including proof of ownership, compliance certificates, and relevant certifications
• Financial stability and capacity to support the lease agreement over the contractual period
• Ability to coordinate with the Land Bank for site inspections and compliance verification
