Objectives

The primary objective of this tender is to appoint a service provider accredited by the Department of Cooperative Governance and Traditional Affairs (CoGTA) to conduct competency assessments for candidates in senior and top management positions within the City of Tshwane. The assessments aim to ensure compliance with legislation regarding recruitment and selection processes for senior officials, including City Managers and officials reporting directly to them.

Scope

The scope of the project includes:

• Provision of competency assessments for candidates recommended for appointment in senior and top management roles in the City of Tshwane.
• Utilization of CoGTA-developed competency assessments, which can only be administered by CoGTA-accredited service providers.
• Delivery of assessment services as per the requirements specified by the City of Tshwane and CoGTA, including assessment administration, reporting, and turnaround times.

Technical Requirements

The service provider must:

• Hold a valid accreditation from the Department of Cooperative Governance and Traditional Affairs to administer CoGTA-approved competency assessments.
• Provide a clearly defined proposal detailing:
• The type of competency assessment to be used.
• Expected turnaround time for assessments and reporting.
• Ensure assessments are administered in accordance with CoGTA standards and legislative requirements.
• Respond to technical inquiries from the City of Tshwane promptly and effectively.

Skills Requirements

The successful service provider must demonstrate:

• Accreditation and proven experience in administering CoGTA competency assessments.
• Expertise in assessment administration, evaluation, and reporting for senior management recruitment.
• Ability to deliver assessments within specified turnaround times.
• Capacity to provide professional and compliant assessment services aligned with legislative and municipal requirements.
• Effective communication skills for technical and supply chain inquiries.
