Objectives

The primary objective of this tender is to appoint a qualified Occupational Hygiene Service Provider to implement and manage a comprehensive Occupational Hygiene Programme. The goal is to ensure a safe and healthy working environment through systematic monitoring, risk assessment, reporting, and advisory services, in compliance with the Mine Health and Safety Act.

Scope

The scope of works includes:

• Occupational Hygiene Monitoring Programme: Conducting measurements such as airborne pollutant sampling, noise monitoring, diesel particulate matter (DPM) sampling, asbestos and welding fume sampling, thermal stress measurements, ergonomic assessments, illumination surveys, and whole-body vibration assessments.
• Regulatory Compliance and Reporting: Maintaining records, submitting quarterly reports to authorities, and updating Codes of Practice (COPs).
• Risk Assessment: Ongoing evaluations of health stressors including pollutant levels exceeding specified thresholds, noise levels, and thermal stress conditions.
• Fire and Explosion Risk Support: Providing input into risk assessments, prevention strategies, and control measures.
• Advisory and Compliance Support: Offering guidance on water quality, respiratory equipment procurement, contaminated workwear management, and emergency planning.
• Workplace Assessments: Conducting illumination surveys and incident investigations related to occupational health.
• Reporting: Preparing reports on hazards, control effectiveness, and corrective actions.
• Deliverables: Monthly and quarterly reports, statutory submissions, risk assessments, investigation reports, updated COPs, and management presentations.
• Resource Requirements: Deployment of a Section 12.1 Occupational Hygienist and a qualified Occupational Hygiene Assistant, with specified minimum time commitments.

Technical Requirements

The service provider must:

• Implement a comprehensive occupational hygiene monitoring system covering air quality, noise, thermal stress, ergonomic factors, illumination, and vibration.
• Ensure compliance with all relevant legislation and site-specific safety standards.
• Maintain detailed records linked to employee medical surveillance.
• Conduct risk assessments for airborne pollutants, gases/vapours, noise, and thermal conditions.
• Provide specialist input into fire and explosion risk assessments and control measures.
• Support emergency preparedness, potable water quality, and contaminated workwear management.
• Perform workplace assessments including illumination and incident investigations.
• Deliver comprehensive reports and documentation as specified.

Skills Requirements

• Qualified Occupational Hygienist with registration proof.
• Occupational Hygiene Assistant with relevant qualifications.
• Experience in implementing occupational hygiene monitoring programs, risk assessments, and compliance reporting.
• Ability to develop, implement, and maintain management programs and Codes of Practice.
• Capability to provide expert advice on fire/explosion risks, water quality, PPE procurement, and emergency planning.
• Strong reporting, documentation, and communication skills.
• Proven track record with references from similar projects.
