Objectives

The primary objective of this tender is to establish a panel of qualified service providers for the supply, delivery, and offloading of poly liquid coagulant chemicals, bioremediation chemicals, and ancillary water and wastewater treatment services. The aim is to ensure an uninterrupted, site-specific supply of suitable chemicals that meet potable water standards and comply with relevant legislations over a period of three years.

Scope

The scope encompasses:

• Provision of chemicals (polymer-based coagulants and bioremediation agents) for all water and wastewater treatment plants within Joe Gqabi District Municipality.
• Supply, delivery, and offloading of chemicals on an "as and when required" basis.
• Ensuring chemicals are of potable water quality grade, meet SANS241 and local water standards, and are suitable for specific raw water characteristics.
• Periodic site visits, technical support, onsite jar testing, and training for safe handling and process optimization.
• Provision of safety signage, documentation, and stock management including raw material stockholding.
• Adherence to legislated standards including the Department of Water and Sanitation’s Blue and Green Drop requirements.

Technical Requirements

The technical specifications include:

• Chemicals must be cationic, potable water quality grade, and capable of satisfying treatment standards (SANS241, Joe Gqabi Water Standards).
• Supply prices must include all costs related to delivery, handling, and compliance with legislation.
• Suppliers must demonstrate chemical suitability through on-site jar testing and/or pilot testing before utilization.
• Stockholding of raw materials equivalent to at least one month’s supply at each site, with rights for audits.
• Provision of quality control documentation (e.g., NSF/ANSI 60, ISO9001, ISO14001) and detailed chemical composition data.
• Periodic site visits (quarterly) to monitor performance, optimize dosing, and evaluate chemical efficacy.
• Ongoing technical support including advice on dosing, process performance, and emergency response.
• Training staff on safe handling, jar testing procedures, and chemical management, with all training materials supplied at no cost.
• Provision of safety signage and hazard communication at delivery sites.
• Delivery within specified timeframes, with proper packaging, leak-proof containers, and compliance with safety legislation.

Skills Requirements

The skills and expertise required from service providers include:

• Proven experience in supplying and managing chemicals for water and wastewater treatment, with at least 4-5 years of relevant support experience.
• Technical competence in water treatment processes, including ability to conduct jar tests and pilot studies.
• Capability to provide ongoing technical support, troubleshooting, and process optimization advice.
• Qualified process controllers (Class V) with relevant certifications and experience in chemical handling and plant operations.
• Ability to demonstrate chemical suitability through site-specific testing and compliance documentation.
• Effective stock management and quality control systems, including adherence to international standards (e.g., NSF/ANSI 60, ISO9001).
• Capacity to deliver chemicals within tight timeframes, with properly equipped vehicles and trained Hazchem drivers.
• Competence in staff training, safety signage provision, and compliance with occupational health and safety legislation.
