Objectives

The primary objective of this tender is to procure services for the reflecting, marking, and demarking of South African Police Service (SAPS) vehicles, trailers, motorcycles, and quadrucycles. The contract aims to ensure standardization, visibility, and identification of SAPS fleet across the country over a period of three (3) years, with an emphasis on quality, durability, and compliance with relevant standards and specifications.

Scope

The scope encompasses:

• Reflective marking and demarking of vehicles, trailers, motorcycles, and quadrucycles used by SAPS.
• Application of markings on new and repaired/damaged vehicles, trailers, and motorcycles/quadrucycles.
• Marking of various vehicle types including sedans, hatchbacks, LDVs, patrol vans, and trailers.
• Marking of specific components such as front, sides, rear, roof, and panels, including special markings like police stars, call signs, and slogans.
• Demarking/removal of markings when required, ensuring no damage to vehicle paintwork.
• Provision of materials, guarantees, warranties, and compliance with standards such as SANS 1519-1 and SANS 20104 (ECE R104).
• Photographic documentation and record-keeping of marked and demarked vehicles for quality control and monitoring.
• Application and removal to be performed under specified conditions, with quality assurance and environmental considerations.

Technical Requirements

The technical requirements include:

• Use of high-quality, durable, and compliant reflective and fluorescent materials with embedded watermarks and approval marks for traceability and anti-counterfeiting.
• Materials must meet or exceed standards such as SANS 1519-1 and SANS 20104 (ECE R104), with valid test reports submitted with the bid.
• Application of markings must follow detailed design layouts, including specific colors (yellow-green, white, blue, orange, red), sizes, and positioning as per specifications.
• Markings must be cut with specified radii (e.g., 2-5 mm) and sealed on edges to prevent dirt and water ingress.
• Application of markings on various vehicle parts (front, sides, rear, roof) with precise dimensions, placement, and design, including special features like police stars, call signs, slogans, and stripe sequences.
• Application must be performed in a controlled environment, with sufficient skilled personnel, and within specified timeframes to ensure consistency and quality.
• Photographic records of each vehicle before and after marking, with detailed documentation including license plates and VIN/Chassis numbers.
• Provision of warranties for reflective materials (minimum 5-7 years durability), guarantees from manufacturers, and compliance with occupational health and safety standards.
• Adherence to environmental conditions, packaging, and transportation requirements to ensure integrity of markings during application and delivery.
• Compliance with all relevant legislation, standards, and SAPS specifications, including the ability to demark markings without damage to vehicles.
