Objectives

The primary objective of this tender is to refurbish and repair various 500kVA distribution transformers and a 20MVA traction transformer at multiple substations, including Vryheid East, Diesel Depot, CTC, Work Inspector, Yard, and Iswepe Traction Substation. The work aims to restore transformer functionality, ensure safety, and maintain operational reliability of the electrical infrastructure under the control of the Depot Engineer, Vryheid.

Scope

The scope encompasses:

• Refurbishment and repair of transformers, including oil sampling, silica gel replacement, gasket repairs, painting, oil purification, and testing.
• Replacement of faulty bushings, pressure relief valves, and other components as needed.
• Oil filtering, testing before and after refurbishment, and ensuring transformers are returned to service in accordance with specifications.
• Site preparation, safety compliance, environmental management, and coordination with Transnet safety and environmental standards.
• Provision of all plant, materials, tools, equipment, and personnel required for the refurbishment works.
• Management of site safety, environmental standards, and quality assurance throughout the project duration.

Technical Requirements

• Adherence to Transnet specifications, standards (e.g., SANS standards), and scope of works outlined in the Works Information.
• Proper handling, storage, and disposal of transformer oil and contaminated materials.
• Use of certified, calibrated equipment for testing and commissioning.
• Implementation of safety, health, and environmental management plans, including site induction, risk assessments, and method statements.
• Provision of detailed work programs, progress reports, and quality management documentation.
• Compliance with safety standards, including site safety inductions, permits, and environmental controls.
• Preparation of as-built documentation, operation manuals, and safety procedures prior to project completion.

Skills and Experience Requirements

• Proven experience in transformer refurbishment, repair, and testing, specifically with similar size transformers (500kVA and 20MVA).
• Qualified personnel including electricians with trade tests, working at heights, and first aid certifications.
• Management and CVs of key personnel demonstrating relevant technical expertise and experience.
• Previous successful completion of similar projects with reference letters and certificates of work completed.
• Availability of necessary tools, equipment, and resources to execute the scope efficiently.
• Demonstrated safety, health, and environmental management capabilities, including safety officers and environmental officers with relevant certifications.
• Ability to develop and implement quality management systems and work programs aligned with project requirements.
