Objectives

The primary objective of this tender is to refurbish the Wastewater Treatment Works (WWTW) and Pump Station in Villiers/Qalabotjha, ensuring the upgrade and proper functioning of the infrastructure in line with legislative standards and environmental standards. The project aims to support Mafube Local Municipality in implementing an efficient wastewater treatment process, including electrical, mechanical, and instrumentation upgrades, to treat effluent to prescribed standards and facilitate environmental compliance.

Scope

The scope of work includes:

• Refurbishment of the wastewater treatment works and pump station, including electrical, mechanical, and instrumentation components.
• Installation of MCC panels, control systems, and electrical infrastructure.
• Mechanical works such as mixers, aerators, pumps, clarifier refurbishment, and pipeline installation.
• Construction of pipelines, concrete structures, and associated civil works.
• Installation of instrumentation, flow measurement devices, and electrical switchgear.
• Refurbishment of existing biofilters, clarifiers, and associated equipment.
• Provision of safety, health, and environmental management measures during construction.
• Commissioning, testing, and handover of all installed systems and equipment.

Technical Requirements

The technical requirements encompass:

• Adherence to NEC3 Engineering and Construction Contract (Option B).
• Compliance with relevant South African standards (SANS) and international standards (ISO, IEC).
• Installation of electrical systems including low voltage switchgear, control panels, and metering.
• Mechanical equipment such as mixers, aerators, pumps, and clarifiers to meet specified performance and durability standards.
• Pipeline installation with specified materials (HDPE, steel, etc.) and jointing methods.
• Construction of civil structures with specified concrete strengths and waterproofing measures.
• Implementation of health, safety, and environmental management plans.
• Provision of testing, inspection, and certification in accordance with SANS and IEC standards.
• Proper integration of instrumentation and flow measurement devices.

Skills and Skills Requirements

The tender requires bidders to demonstrate:

• CIDB contractor grading of 6ME or higher, with proof of registration.
• Experience in water and sanitation infrastructure projects within the last 10 years, including completed projects with relevant documentation.
• Qualified personnel including:
• Contracts Manager (Electrical or Mechanical Engineering qualification) with minimum 5 years relevant experience.
• Site Agent (Electrical or Mechanical Engineering qualification).
• Health and Safety Officer with appropriate training and experience.
• Capability to execute electrical, mechanical, civil, and instrumentation works as per specifications.
• Knowledge of South African standards (SANS) and international standards relevant to water treatment infrastructure.
• Ability to provide project management, supervision, and quality assurance throughout the project duration.
• Experience in procurement, installation, testing, and commissioning of electrical and mechanical equipment.
• Demonstrated health, safety, and environmental management skills, including compliance with legislation and safety protocols.

The successful bidder must possess the technical expertise, qualified personnel, and project experience to deliver a comprehensive refurbishment of the wastewater treatment infrastructure, ensuring compliance with all relevant standards, safety, and environmental requirements, within the stipulated project timeframe.
