Objectives

The primary objectives of this tender are to ensure the successful rehabilitation of the AbaQulusi Local Municipal Offices at Emondlo, with a focus on quality, safety, environmental protection, and community participation. Specific aims include minimizing environmental impact, promoting local employment and enterprise development, ensuring safety compliance, and delivering a durable, functional facility within the specified timeframe.

Scope

The scope encompasses comprehensive rehabilitation works including:

• Site clearance, earthworks, and excavation
• Concrete, reinforcement, and formwork
• Masonry, plastering, tiling, and painting
• Roofing, ironmongery, and external works
• Plumbing, drainage, and water supply systems
• Electrical installations and lighting
• Environmental management, safety, and community liaison
• Provision of site facilities, security, and temporary infrastructure
• Implementation of labour-intensive construction methods where applicable

The scope also includes compliance with relevant standards, regulations, and environmental and safety specifications, as well as coordination with authorities and community stakeholders.

Technical Requirements

The technical requirements specify adherence to:

• Applicable standards such as SABS 1200 series, SANS 1921, and relevant legislation (OHSA, Construction Regulations)
• Design and construction specifications for foundations, concrete, reinforcement, waterproofing, roofing, and finishes
• Use of approved materials, proprietary products, and specified coating systems for pipes, valves, and other infrastructure components
• Installation of water, sewer, electrical, and mechanical systems in accordance with detailed specifications
• Implementation of environmental controls, erosion protection, and site rehabilitation measures
• Provision of safety measures including PPE, signage, and safety personnel as per Construction Regulations
• Quality assurance, testing, and inspection procedures at various stages of construction
• Labour-intensive methods for specified activities, with compliance to EPWP guidelines

Skills and Skills Requirements

The tender requires a contractor capable of demonstrating:

• Registration with CIDB in category 4 GB/CE or higher, with relevant grading for civil works
• Experience in similar rehabilitation projects, including civil, structural, and infrastructural works
• Competence in managing health and safety, environmental, and quality assurance systems
• Ability to implement labour-intensive construction methods and manage community employment initiatives
• Provision of skilled management and supervisory staff, including project managers, safety officers, and technical personnel
• Capacity to coordinate with authorities, community structures, and subcontractors
• Provision of necessary certificates such as CIDB grading, tax clearance, BBBEE status, and compliance certificates
• Ability to deliver within the specified timeframe (8 months) and adhere to quality standards
• Demonstrated financial capability and resources to undertake the scope of work
