Objectives

The primary objective of this tender is to undertake rehabilitation and slip failure repairs on Main Road P281 in the Alfred Duma Local Municipality under the Ladysmith region. The project aims to improve road safety, structural integrity, and drainage, while also promoting local employment and enterprise development through labour-enhanced construction methods and targeted enterprise participation.

Scope

The scope encompasses a comprehensive range of activities including:

• Site establishment, traffic accommodation, and safety measures
• Loading, hauling, and disposal of materials
• Construction of drainage systems, including excavations, gabions, pipes, and linings
• Pavement layerworks with specified materials and asphalt surfacing
• Reinforced concrete kerbing, channeling, and open drain linings
• Road markings, signage, and road restraint systems
• Environmental management, safety, and community liaison activities
• Implementation of labour and enterprise development programmes under EPWP and targeted enterprise standards
• Rehabilitation of borrow pits, materials testing, and site-specific environmental controls

Technical Requirements

The technical scope includes adherence to:

• Standard Specifications for Road and Bridge Works (COTO), Draft Standard (October 2020)
• Project-specific specifications, amendments, and environmental management plans
• Design and construction of drainage, pavement layers, and structural elements as per detailed drawings
• Implementation of traffic control, safety measures, and environmental controls in compliance with legislation
• Use of specified materials such as G7/G6 subgrade, G5/G2 crushed stone, natural sand, and approved water sources
• Labour-enhanced construction methods, with specified minimum supervision and management personnel
• Participation in the Expanded Public Works Programme (EPWP) and targeted enterprise development, with monitoring and reporting
• Environmental and safety compliance, including hazard management, waste disposal, and community liaison

Skills Requirements

The tender specifies the following skills and personnel requirements:

• Management personnel including a Contracts Manager (minimum 25 points), Construction Manager (20 points), and Supervisors (15 points), all with relevant experience and qualifications
• Labour-enhanced supervisory and management staff with NQF Level 4-5 qualifications in civil construction supervision and management
• Key personnel with experience in road rehabilitation, drainage, pavement construction, and environmental management
• Qualified safety officers, health and safety representatives, and environmental officers as per legislation
• Labour force recruited from the local community, with minimum supervisor-to-worker ratios (e.g., 1:10), and targeted employment of women, youth, and persons with disabilities
• Targeted enterprise development personnel, including enterprise development coordinators, trainers, and mentors, with specified competencies and experience in enterprise support and skills development
• Specialist skills for materials testing, environmental management, traffic safety, and community liaison activities
