Objectives

The primary objective of this tender is to undertake the rehabilitation and upgrading of the Huhudi Sports Facility (Phase 2). This includes construction, refurbishment, and installation of civil and structural works such as sports fields, lighting, change rooms, fencing, drainage, electrical systems, and related infrastructure, ensuring compliance with design specifications, safety standards, and stakeholder requirements.

The project aims to improve the functionality, safety, and accessibility of the sports facility, promote community participation, and ensure sustainable and compliant construction practices.

Scope

The scope encompasses all civil, structural, electrical, and finishing works necessary for the rehabilitation of the sports facility, including but not limited to:

• Construction and upgrading of sports fields (soccer/rugby), including artificial turf and stormwater drainage
• Installation of high-mast lighting and floodlights
• Building of change rooms, storerooms, pavilion, kiosk, and spectator stands
• Fencing, gates, and boundary walls
• Roads, pathways, and site drainage
• Electrical reticulation, lighting, and power supply systems
• Water supply, sanitation, and associated plumbing works
• Site preparation, earthworks, and environmental management
• Community liaison and local labor employment as per specifications

The scope also includes compliance with all relevant standards, safety regulations, environmental considerations, and community requirements.

Technical Requirements

• Adherence to the specifications outlined in the project documentation, including SANS standards and CIDB requirements
• Implementation of a comprehensive Health and Safety Plan compliant with Occupational Health and Safety Act 85 of 1993 and Construction Regulations 2014
• Provision of detailed project planning, programming, and method statements
• Use of approved materials, equipment, and workmanship as per specifications
• Environmental management and protection measures, including waste disposal and site rehabilitation
• Quality control, testing, and inspection procedures at all stages of construction
• Community engagement and employment of local labor in accordance with B-BBEE and procurement policies
• Provision of all necessary permits, way leaves, and compliance documentation prior to and during construction

Skills and Skills Requirements

• Qualified project managers, site agents, and supervisors with relevant experience in civil, structural, electrical, and building works
• Registered professionals such as Professional Engineers, Technologists, and Architects as per project needs
• Skilled artisans, carpenters, electricians, plumbers, and concrete workers with proven competency and relevant certifications
• Health and Safety officers registered with SACPCMP or equivalent, with experience in construction safety management
• Community liaison officers experienced in local labor recruitment, community engagement, and social facilitation
• Environmental specialists for site management, waste disposal, and ecological protection
• Qualified equipment operators and machinery drivers with valid licenses and safety certifications
• Personnel trained in occupational health and safety, first aid, and emergency response procedures

All personnel involved must demonstrate relevant qualifications, experience, and compliance with health, safety, and environmental standards to ensure quality and safety throughout the project lifecycle.
