Objectives

The primary objective of this tender is to rehabilitate internal roads and stormwater infrastructure within Ward 3 Phase 5 of Moretele Local Municipality. The project aims to improve road infrastructure, ensure effective stormwater management, and promote local employment and enterprise development, particularly through labour-intensive construction methods and small contractor development initiatives.

Scope

The scope of work includes:

• Site establishment, clearing, setting-out, excavation, and earthworks.
• Construction of roadbeds, subbase, and base layers, including stabilization and paving with interlocking blocks.
• Installation of kerbing, road markings, signage, and V-drains.
• Protection and relocation of existing services and utilities.
• Construction of stormwater drainage systems, including culverts, channels, and riprap.
• Implementation of traffic accommodation measures, including detours, signage, and safety devices.
• Use of labour-intensive methods for specified works, involving local labour and emerging contractors.
• Provision of site facilities, offices, and safety measures for the duration of the project.

Technical Requirements

The technical requirements encompass:

• Adherence to CIDB standards (Category 5CE or higher) and compliance with the Construction Industry Development Board (CIDB) and Occupational Health and Safety regulations.
• Use of standard specifications, project specifications, drawings, and environmental management plans.
• Implementation of quality control, testing, and inspection procedures as per specifications.
• Provision of detailed construction programmes, safety plans, and environmental management plans prior to commencement.
• Use of approved plant, equipment, and materials, including concrete, paving blocks, and stormwater components.
• Labour-intensive construction methods for specified activities, employing local labour and ensuring compliance with labour laws and EPWP guidelines.
• Effective traffic management, safety signage, and community liaison throughout construction.
• Proper handling, protection, and relocation of existing services and utilities.

Skills and Skills Requirements

The tenderer must demonstrate:

• Proven experience in similar civil infrastructure projects, including roads and stormwater systems, with references and project documentation.
• Qualified key personnel such as project managers, site agents, supervisors, safety officers, and engineers with relevant professional registration and experience.
• Availability of plant and equipment necessary for construction, including excavators, rollers, trucks, and testing equipment, with proof of ownership or lease agreements.
• Capability to execute labour-intensive works using local labour and emerging contractors, with evidence of previous successful community engagement and job creation.
• Knowledge of environmental management, safety regulations, and quality assurance procedures.
• Ability to prepare and implement construction programmes, safety plans, and environmental management plans.
• Capacity to coordinate with multiple stakeholders, including community representatives, service authorities, and other contractors.
