Objectives

The primary objectives of this tender are to rehabilitate Kerk and Nyala Streets effectively, ensuring the structural integrity, safety, and long-term usability of the roads. Specific aims include restoring pavement surface quality, addressing structural failures, minimizing environmental impact, and ensuring safety for workers and the public throughout construction.

Scope

The scope encompasses comprehensive road rehabilitation activities, including removal of failed surfacing, repair or reconstruction of base and subbase layers, full-depth pavement reconstruction where necessary, crack sealing, resealing, resurfacing, and reinstatement of pavement layers. It also involves traffic accommodation, site management, safety measures, environmental protection, and in-service training for personnel. The project covers multiple site locations within Vryheid, with detailed specifications, drawings, and environmental and safety protocols.

Technical Requirements

• Adherence to South African Standard Specifications (COLTO, SANS 1200 series) and project-specific specifications.
• Use of approved materials such as G2 crushed stone, asphalt mixes, prime coats, and sealants conforming to specified standards.
• Implementation of quality assurance procedures, including testing of materials and workmanship, with process and acceptance controls.
• Proper site establishment, including facilities for workers, safety, and environmental management.
• Traffic management plans compliant with South African Road Traffic Signs Manual, including signage, flagging, and safety measures.
• Environmental management measures covering soil, water, flora/fauna, waste, and social impacts, with monitoring and mitigation protocols.
• Compliance with Occupational Health and Safety regulations, including risk assessments, safety plans, training, and record-keeping.
• Preparation and submission of detailed construction programmes, drawings, and site management plans.
• Provision for in-service training and entrepreneurial skills development for local labour and subcontractors.

• Qualified civil engineers, site supervisors, and safety officers with relevant experience in road construction and rehabilitation projects.
• Skilled workers proficient in excavation, asphalt laying, compaction, and pavement repair techniques.
• Environmental management personnel capable of implementing and monitoring EMP measures.
• Traffic management specialists familiar with South African traffic control standards and signage.
• Health and safety officers accredited in construction safety regulations, capable of conducting risk assessments and safety audits.
• Training personnel accredited in construction and entrepreneurial training schemes, capable of delivering structured and in-service training programs.
