Objectives

The primary objective of this tender is to procure services for the rendering of armed response and alarm system installation services for Mossel Bay Municipality. The aim is to establish a service provider capable of providing reliable security response, alarm monitoring, and related services over a three-year period from 01 July 2026 to 30 June 2029.

Scope

The scope includes:

• Provision of armed response services, including reaction to alarms and call-outs at municipal facilities and community sites such as libraries, halls, stadiums, pump stations, substations, municipal offices, and community centers.
• Installation, maintenance, and monitoring of alarm systems across various municipal facilities and infrastructure.
• Provision of communication tools, control room facilities, and security personnel to ensure continuous security coverage.
• Response to security incidents, reporting, and incident investigation.
• Provision of equipment, vehicles, and personnel necessary for effective security response and alarm management.

Technical Requirements

The technical requirements include:

• Installation of alarm systems with remote disarm and panic alert functionalities, with a minimum range of 150 meters.
• Response officers must arrive within 5-10 minutes of alarm activation.
• Installation of radio transmitters between municipal systems and the service provider’s control center.
• Provision of a fully operational control room with CCTV, alarm systems, and GSM/GPS tracking capabilities.
• Use of communication tools for dissemination of instructions to response officers.
• Maintenance of occurrence books, incident reports, and detailed response logs.
• Compliance with PSIRA registration and security vetting requirements for personnel.
• Provision of PPE, firearms licenses, and security screening for armed response officers.
• Implementation of key performance indicators for service quality, response times, and incident management.

Skills Requirements

The skills and qualifications required from the service provider include:

• Registered security personnel with valid PSIRA registration and firearms licenses.
• Personnel trained in security response, alarm monitoring, and incident reporting.
• Experienced site staff including a Contract Manager, Supervisors, Shift Leaders, and Armed Response Officers with relevant experience (minimum 1-10+ years).
• Ability to operate and maintain control room equipment, alarm systems, and communication tools.
• Capability to conduct security vetting, ongoing training, and compliance with occupational health and safety standards.
• Proven track record in providing armed response and alarm monitoring services, supported by relevant references and experience documentation.
• Ability to respond promptly and effectively to security incidents, with reporting and incident investigation skills.
