Objectives

The primary objective of this tender is to procure services for the rendering of armed response and alarm system installation services for Mossel Bay Municipality. The aim is to ensure effective security coverage across municipal facilities, including community libraries, halls, stadiums, pump stations, substations, municipal offices, and other critical infrastructure, with a focus on timely response, system reliability, and compliance with safety standards.

Scope

The scope encompasses:

• Provision, installation, and maintenance of alarm and security response systems at designated municipal facilities.
• Operation of control rooms, alarm monitoring, and response coordination.
• Deployment of armed response personnel, vehicles, and equipment as specified.
• Regular inspections, incident reporting, and compliance with health & safety regulations.
• Provision of communication tools, control room infrastructure, and security devices (e.g., sensors, beams, sirens).
• Adherence to specified service coverage hours, security vetting, and incident management protocols.

Technical Requirements

The technical scope includes:

• Installation of alarm systems with specified components such as panels, keypads, sensors, beams, transmitters, batteries, and communication modules.
• Provision of control room facilities with CCTV, alarm reception, GSM signals, and response tracking.
• Deployment of armed response vehicles, personnel, and communication equipment.
• Implementation of risk assessments, method statements, and health & safety protocols aligned with the Occupational Health & Safety Act, 1993.
• Regular inspections, incident investigations, and compliance audits.
• Provision of PPE, signage, fire safety equipment, and training for personnel.
• Adherence to specified response times (5-10 minutes), reporting procedures, and incident documentation.

Skills and Competency Requirements

The bidder must demonstrate:

• Registration and good standing with the Private Security Industry Regulatory Authority (PSIRA) and ICASA.
• Qualified armed response officers with valid PSIRA registration, firearm competency certificates, and driver’s licenses.
• Experience in installing and maintaining alarm and response systems, with relevant references (minimum 1-3 years for basic experience, more for extensive experience).
• Competent personnel for control room operation, system monitoring, and incident management.
• Provision of detailed CVs, proof of certifications, and evidence of relevant experience for key staff.
• Availability of vehicles and equipment as specified, with proof of ownership or lease agreements.
• Ability to conduct risk assessments, develop method statements, and implement health & safety protocols.
• Knowledge of emergency response procedures, incident reporting, and compliance with health & safety legislation.
