Objectives

The primary objective of this tender is to appoint capable service providers to render comprehensive cleaning and day-to-day maintenance services at the Department of Public Works and Infrastructure in the Umkhanyakude Sub-District, Mtubatuba, for a period of 24 months. The aim is to ensure the provision of clean, hygienic, and well-maintained facilities in accordance with specified standards and requirements.

Scope

The scope of work includes:

• Provision of all labour, materials, and equipment necessary for domestic cleaning and maintenance at the Department’s premises, including offices, workshops, garages, guard houses, and other specified areas.
• Cleaning of various surfaces such as vinyl, ceramic, and granolithic floors, carpets, glazed partitions, toilets, kitchens, and other facilities as detailed in the specifications.
• Regular cleaning activities: daily, weekly, bi-weekly, monthly, and annual tasks, including dusting, mopping, polishing, waste disposal, and replenishment of consumables.
• Provision of environmentally friendly cleaning agents and supplies that are SABS approved.
• Adherence to specified working hours: Monday to Friday, 07:30 to 16:00, including lunch breaks.

Technical Requirements

The technical requirements include:

• Compliance with the Department’s specifications for cleaning standards and frequencies.
• Provision of environmentally friendly, SABS-approved cleaning materials and disinfectants.
• Provision of cleaning equipment such as buffing machines, mops, brushes, and safety gear.
• Adherence to health and safety regulations, including proper handling of chemicals and PPE usage.
• Regular inspections and reporting to ensure quality service delivery.
• Provision of proof of registration with relevant industry bodies such as the Bargaining Council for Cleaning Services Industry and COIDA registration.
• Compliance with the Department’s specifications for waste segregation and recycling.

Skills Requirements

The tender stipulates that service providers must demonstrate:

• Experience in providing cleaning and maintenance services in a government or similar institutional environment.
• Qualified and trained cleaning staff familiar with the use of environmentally friendly cleaning agents and equipment.
• Ability to adhere to strict hygiene and safety standards.
• Capacity to manage and supervise cleaning staff effectively, including appointing a dedicated supervisor.
• Knowledge of health and safety regulations related to cleaning operations.
• Proven track record of reliable service delivery and compliance with contractual obligations.
