Objectives

The primary objective of this tender is to procure guarding services for the Limpopo Provincial Treasury and its sites for a period of thirty-six (36) months. The services aim to ensure the safety and security of properties, premises, and personnel across multiple sites including Ismini Tower, Talas House, Finance House, Lebowakgomo, and various other provincial offices. The overarching goal is to maintain a safe, secure, and well-managed environment through continuous security operations, access control, patrols, incident management, and compliance with relevant security standards and legislation.

Scope

The scope of work encompasses the provision of 24/7 guarding services at specified sites within Limpopo Province, including:

• Continuous security patrols and monitoring (day and night shifts)
• Management of access control for personnel, visitors, and vehicles
• Observation and enforcement of security protocols, alarm systems, and surveillance cameras
• Responding to emergencies, incidents, and suspicious activities
• Reporting and documentation of security occurrences
• Management of security equipment and adherence to safety standards
• Compliance with legislative and regulatory requirements such as PSIRA registration, firearm regulations, and health and safety standards
• Provision of trained security personnel, supervisors, and management staff across multiple sites

Technical Requirements

The technical requirements for the tender include:

• Provision of a specified number of security guards (total of 46 guards per site as per annexures)
• Deployment of guards with appropriate grades (Grade C for officers, Grade A/B for supervisors)
• Availability of security equipment such as LED flashlights, batons, pepper spray, radios, firearms (registered and certified), uniforms, and protective gear
• Compliance with firearm regulations, including certificates from qualified gunsmiths, proper storage, and security of firearms and ammunition
• Adherence to uniform standards, identification badges, and professional conduct
• Implementation of access control measures, including verification of identities, vehicle checks, and visitor management
• Regular patrols, inspections, and monitoring of security systems (CCTV, alarms)
• Management of incident reports, logs, and security documentation
• Provision of supervisory staff with requisite qualifications and experience
• Compliance with relevant legislation such as the Private Security Industry Regulations Act, Occupational Health and Safety Act, and other applicable laws
• Insurance coverage for public liability and asset protection (minimum of R2,000,000)
• Adherence to the specified contract duration and service levels as outlined in the tender documents
