Overall Objectives

The primary goal of this tender is to appoint a competent service provider to deliver comprehensive health care risk waste management services across various districts and healthcare facilities within the Western Cape Province. The services aim to ensure the safe, compliant, and environmentally responsible handling, transportation, treatment, and disposal of medical and hazardous waste streams, including infectious waste, sharps, anatomical, pharmaceutical, radioactive, and cytotoxic waste. The engagement spans a period of three years, emphasizing adherence to occupational health, safety standards, and environmental regulations to protect public health and the environment.

Scope of Services

The scope covers all processes involved in the management of health care risk waste (HCRW), including:

• Collection at designated points according to scheduled frequencies across multiple districts and facilities such as hospitals, clinics, forensic labs, and specialized units.
• Transportation of waste using compliant vehicles to approved treatment and disposal facilities.
• Provision, management, and maintenance of appropriate waste containers—both disposable and reusable—including their distribution, tracking, cleaning, and decontamination.
• Implementation of waste segregation, storage, and recording systems (including electronic tracking) from cradle-to-grave, ensuring proper labeling, packaging, and documentation.
• Use of approved treatment technologies, with consideration for alternatives to incineration that render waste non-infectious or sterile, especially for infectious, radioactive, and cytotoxic waste streams.
• Handling of special waste items such as mercury, fluorescent tubes, and other hazardous articles.
• Provision of training, consultancy, and ongoing support to healthcare facility staff on best practices in waste management.
• Contingency planning, backup arrangements, and procedures for emergency response, including treatment and transportation disruptions.
• Ensuring compliance with all relevant legislation, standards, and environmental permits throughout the waste management process.

Technical Requirements

The technical specifications mandate that the service provider must:

• Supply durable, compliant waste containers that are clearly marked, color-coded, and meet SANS standards (e.g., SANS 10248-1:2008), including tamper-proof lids and proper labeling for various waste streams.
• Utilize containers suitable for different waste types—infectious, sharps, anatomical, pharmaceutical, cytotoxic—with appropriate sizes and features for safe handling and decontamination.
• Employ electronic tracking systems (barcodes or transponders) to ensure traceability of containers from collection to final disposal, maintaining accurate records at each stage.
• Operate transportation vehicles that comply with national road safety standards, equipped with spill kits, hazard placards, PPE, and operated by trained drivers with valid permits (e.g., PDP licenses).
• Ensure waste is collected, weighed, documented via manifests, and accompanied by disposal certificates, adhering strictly to scheduled collection times and storage durations.
• Implement specialized handling procedures for high-risk waste, including infectious, radioactive, cytotoxic, and highly contagious waste, ensuring timely treatment—primarily via approved incineration methods—and compliance with environmental regulations.
• Consider alternative treatment technologies that meet safety and waste minimization standards, with proper environmental permits and licenses.

Skills and Competency Requirements

The bidder must demonstrate:

• Extensive experience in healthcare waste management, with verifiable references for similar projects over the past four years.
• Qualified personnel trained in waste handling, transportation, treatment, safety protocols, and emergency response, including drivers with valid PDP licenses and staff trained in PPE use and spill management.
• Operational capacity to manage multiple facilities and districts simultaneously, including the operation and maintenance of waste treatment facilities and compliant transportation vehicles.
• Proficiency in implementing and managing electronic tracking systems for containers, ensuring accurate and verifiable records of waste movement.
• Ability to develop and execute contingency and emergency response plans, including backup arrangements for treatment and transportation services.
• In-depth knowledge of applicable legislation, standards such as SANS 10248-1, and environmental management practices related to hazardous waste handling and disposal.
• Capability to provide ongoing training, consultancy, and support to healthcare facility staff on waste segregation, safety, and handling procedures.
• Proven competence in record-keeping, reporting, and documentation, including manifests, disposal certificates, incident reports, and audit documentation.
