Objectives

The primary objective of this tender is to engage a competent and qualified service provider to render twenty-four (24) hour private security (guarding) services to the Department of Public Works and Infrastructure, specifically at the Legislative Assembly in Ulundi. The aim is to ensure a secure, safe, and healthy working environment by implementing measures to protect departmental assets, personnel, and visitors from threats such as fire, theft, vandalism, and other security risks.

Scope

The scope of work includes:

• Patrolling of the premises (inner, outer perimeter, and office spaces).
• Access control for personnel, visitors, and vehicles.
• Monitoring and implementing crime prevention measures.
• Control of entry and departure of private and state-owned vehicles, maintaining accurate records.
• Inspection and reporting on security-related aspects such as safety, safety equipment, and security incidents.
• Patrol duties during daylight and nighttime hours, including inspections of the premises and reporting on security status.
• Management and supervision of security staff, ensuring compliance with standards and regulations.
• Provision of security equipment, uniforms, and identification for security personnel.
• Adherence to legislative and departmental security policies and procedures.

Technical Requirements

The technical requirements include:

• Security officers must have passed security courses at accredited training centers recognized by the Department of Labour and SASSETA.
• Officers must be registered with PSIRA and possess valid PSIRA certificates.
• Officers must have a valid firearm competency certificate, and be trained in basic first aid and firefighting.
• Security personnel must be fluent in English and isiZulu.
• Officers must have a valid police clearance and be registered with the Private Security Industry Regulatory Authority (PSIRA).
• Provision of necessary security equipment, including radios, torches, metal detectors, uniforms, and identification cards.
• Deployment of a specified number of security officers: 42 Grade C, 2 Grade B, and 1 Grade A (female/male) for 24-hour coverage over one month.
• Implementation of security procedures, incident reporting, and compliance with relevant legislation such as the Control of Access to Public Premises and Vehicles Act, Firearms Control Act, and Criminal Procedure Act.
• Provision of a 24-hour control room in Ulundi if not already established at the time of award.

Skills Requirements

The skills and competencies required of the security personnel include:

• Ability to conduct patrolling and inspections effectively.
• Proficiency in access and egress control, including vehicle and personnel screening.
• Competence in operating security equipment such as radios, metal detectors, and surveillance tools.
• Good communication skills in English and isiZulu, both verbal and written.
• Knowledge of security procedures, crime prevention, and emergency response protocols.
• Ability to maintain accurate records, incident reports, and occurrence books.
• Understanding of relevant security legislation and departmental policies.
• Professional attitude, courteous behavior, and confidentiality.
• First aid and firefighting skills, with at least one officer trained in these areas per shift.
