Objectives

The primary objective of this tender is to procure private security services to ensure a secure, safe, and healthy working environment for the Department of Public Works and Infrastructure, specifically at the Legislative Assembly in Ulundi. The services aim to protect assets, personnel, and premises from threats such as theft, vandalism, and fire, through the provision of 24-hour security guarding.

Scope

The scope of work includes:

• Patrolling of the premises (inner, outer perimeter, and office spaces).
• Access control for personnel, visitors, and vehicles.
• Monitoring and implementing crime prevention measures.
• Control of entry and departure of private and state-owned vehicles, with record keeping.
• Inspection and reporting on safety and security conditions.
• Patrol duties during daylight and night hours, including checking specific points and reporting incidents.
• Management of security staff, including shift supervision, training, and compliance with security standards.
• Provision of necessary security equipment, uniforms, and identification for security personnel.
• Ensuring compliance with relevant legislation, policies, and security standards.

Technical Requirements

The technical requirements include:

• Provision of security officers trained and certified at recognized institutions (e.g., SASSETA, PSIRA).
• Security officers must have valid PSIRA registration, police clearance, and relevant knowledge of security legislation.
• Deployment of a minimum of 42 security officers (including specific grades and female/male officers) across shifts, with at least one trained in first aid and firefighting, and firearm competency.
• Availability of security equipment such as radios, scanners, uniforms, and identification badges.
• Implementation of patrol routines, access control, incident reporting, and record-keeping in accordance with departmental policies.
• Provision of a 24-hour control room in Ulundi within three months of contract award if not already established.
• Adherence to health, safety, and security standards, including compliance with the Private Security Industry Regulations Act and related legislation.

Skills Requirements

The skills and qualifications required for security personnel include:

• Certification from recognized security training centers (e.g., SASSETA).
• Registration with PSIRA.
• Valid police clearance and security vetting.
• Ability to communicate fluently in English and isiZulu.
• Knowledge of relevant security legislation, access control procedures, and emergency response protocols.
• Competency in operating security equipment such as radios, scanners, and fire-fighting apparatus.
• Ability to perform patrols, incident reporting, and record keeping accurately.
• Professional attitude, courteous behavior, and adherence to departmental policies and security standards.
