Objectives

The primary objective of this tender is to engage a competent and qualified service provider to render a twenty-four (24) hour private security (guarding) service at the Department of Public Works and Infrastructure, Legislative Assembly in Ulundi. The aim is to ensure a secure, safe, and healthy working environment by protecting departmental assets from threats such as fire, theft, and vandalism, in compliance with relevant legislation and risk management policies.

Scope

The scope of work includes:

• Patrolling of premises (inner, outer perimeter, and office spaces).
• Access control and management of personnel, visitors, and vehicles.
• Observation and implementation of crime prevention measures.
• Control of entry and departure of private and state-owned vehicles, maintaining accurate records.
• Monitoring and inspection of premises to ensure safety and security.
• Reporting and recording incidents in occurrence books and patrol logs.
• Providing security officers trained at accredited centers, with specified qualifications and clearances.
• Ensuring security staff comply with departmental policies, legal requirements, and standards.

Technical Requirements

The technical requirements include:

• Provision of security officers who have passed accredited training courses recognized by SASSETA and PSIRA.
• Security officers must be registered with PSIRA and possess valid PSIRA certificates.
• Officers must have a valid police clearance and be fluent in English and isiZulu.
• Deployment of 42 Grade C officers, 2 Grade B officers, and 1 Grade A officer (female/male) for 24/7 coverage.
• Officers must be equipped with uniforms, identification cards, two-way radios, torches, and other necessary security aids.
• Implementation of shift management, including handovers, duty lists, and incident reporting procedures.
• Provision of security equipment such as radios, torchlights, and metal detectors.
• Adherence to legislation such as the Control of Access to Public Premises and Vehicles Act, Firearms Control Act, and Criminal Procedure Act.
• Insurance coverage for security breaches and liabilities.
• Compliance with health and safety standards, including occupational health and safety legislation.

Skills Requirements

The skills and qualifications required for security personnel include:

• Completion of accredited security training courses recognized by SASSETA and PSIRA.
• Registration with PSIRA and possession of valid PSIRA certificates.
• Ability to communicate fluently in English and isiZulu.
• Knowledge of relevant legislation such as the Control of Access to Public Premises and Vehicles Act, Firearms Control Act, and Criminal Procedure Act.
• Police clearance and security vetting.
• Competency in operating security equipment, including radios and metal detectors.
• Ability to perform patrols, access control, incident reporting, and emergency response.
• Professional attitude, courteous behavior, and confidentiality.
• Basic first aid and firefighting training for at least one security officer.
