Objectives

The primary objective of this tender is to procure private security services to ensure a secure, safe, and healthy working environment for the Department of Public Works and Infrastructure at the Legislative Assembly in Ulundi. The service aims to protect departmental assets from threats such as fire, theft, and vandalism, through the provision of 24-hour security guarding services over a period of thirty-six (36) months.

Scope

The scope of work includes:

• Patrolling of premises (inner, outer perimeter, and office spaces).
• Access control and management of personnel, visitors, and vehicles.
• Monitoring and implementing crime prevention measures.
• Control of entry and departure of vehicles and visitors, including record-keeping.
• Patrol duties during day and night shifts, including inspections and reporting.
• Management of security staff, including shift supervision, training, and equipment provision.
• Ensuring compliance with relevant legislation, security standards, and departmental policies.
• Provision of necessary security equipment, uniforms, and identification for security personnel.
• Establishment of a 24-hour control room in Ulundi within one month of contract award if not already existing.

Technical Requirements

The technical requirements include:

• Provision of trained security officers with valid PSIRA registration and relevant security clearances.
• Security officers must have completed accredited training recognized by SASSETA and the Department of Labour.
• Officers must be fluent in English and isiZulu, and possess knowledge of relevant security legislation.
• Deployment of security personnel across specified shifts with specified numbers for Year 1, Year 2, and Year 3.
• Provision of security equipment such as radios, scanners, and uniforms, with annual replacement and maintenance.
• Implementation of security protocols, incident reporting, and record-keeping through occurrence books and duty lists.
• Adherence to health and safety standards, including fire-fighting and first aid training for officers.
• Establishment of a functional control room within one month of contract award.

Skills Requirements

The skills and qualifications required for security personnel include:

• Valid PSIRA registration and security clearance from SAPS.
• Completion of accredited security training courses.
• Ability to communicate fluently in English and isiZulu.
• Knowledge of relevant security legislation, including the Control of Access to Public Premises and Vehicles Act, Firearms Control Act, and Criminal Procedure Act.
• Proficiency in operating security equipment such as radios, scanners, and reporting tools.
• Basic First Aid and Firefighting skills, with certification.
• Professional conduct, courteous attitude, and ability to handle security incidents effectively.
• Capacity to work in shifts, including night duties, with flexibility for schedule adjustments.
