Objectives

The primary objective of this tender is to procure a competent and qualified security service provider to deliver 24-hour security (guarding) services at Amawele Building for the Department of Public Works and Infrastructure in eThekwini Region. The aim is to ensure a safe, secure, and healthy working environment, protecting assets from fire, theft, vandalism, and other security threats over a period of thirty-six (36) months.

Scope

The scope of work includes:

• Security guarding services at Amawele Building, covering inner and outer perimeters, office spaces, and access points.
• Control of access and egress, including visitors and vehicles, in accordance with relevant legislation and internal directives.
• Monitoring and implementing crime prevention measures.
• Patrol duties during day and night shifts, including checking and reporting on security aspects.
• Asset and personnel control, including searches and verification procedures.
• Management of security equipment such as radios, torches, scanners, firearms, and vehicles.
• Site management, including shift planning, staff deployment, and reporting.

Technical Requirements

The technical requirements include:

• Provision of security personnel with valid PSIRA registration, police clearance, and knowledge of relevant security legislation.
• Deployment of security officers in specified grades (Grade B and C) with appropriate equipment and uniforms.
• Availability of security aids such as radios, torches, scanners, firearms, and vehicles.
• Adherence to health and safety regulations, including Occupational Health and Safety Act and Basic Conditions of Employment Act.
• Implementation of patrol routines, incident reporting, and site inspections.
• Provision of security equipment and maintenance thereof.
• Compliance with minimum wage requirements and other employment standards.
• Effective site management, including shift coordination, emergency response, and record keeping.

Skills Requirements

The skills and qualifications required for security personnel include:

• Registration with the Private Security Industry Regulatory Authority (PSIRA).
• Valid security officer certification and police clearance.
• Knowledge of access control, fire safety, and emergency procedures.
• Ability to operate security equipment such as radios, scanners, and firearms.
• Good communication, observation, and reporting skills.
• Physical and mental fitness suitable for security duties.
• Professional conduct, courteous behavior, and adherence to departmental policies.
