Objectives

The primary objective of this tender is to procure a competent and qualified security service provider to deliver 24-hour security (guarding) services at the Umlazi Depot of the Department of Public Works and Infrastructure in KwaZulu-Natal. The goal is to ensure a safe, secure, and healthy working environment by protecting assets from fire, theft, vandalism, and other security threats, in compliance with relevant legislation and risk management policies.

Scope

The scope of work includes:

• Provision of security guarding services at Umlazi Depot for a period of ten (10) months.
• Security coverage of the entire premises, including inner and outer perimeters and office spaces.
• Access control management, including monitoring entry and exit of personnel, visitors, and vehicles.
• Control and safeguarding of assets and personnel.
• Observation, implementation, and monitoring of crime prevention measures.
• Patrol duties during day and night shifts, including regular checks and reporting.
• Management of security equipment such as radios, torches, and communication devices.
• Compliance with occupational health and safety regulations and internal security directives.

Technical Requirements

The technical requirements include:

• Deployment of security officers with valid PSIRA registration, security clearance, and knowledge of relevant legislation (Control of Access to Public Premises and Vehicles Act, Firearms Control Act, Criminal Procedure Act).
• Provision of security aids such as radios, torches, and identification cards for all security personnel.
• Availability of security patrol vehicles and personnel on a 24-hour basis, including public holidays.
• Use of an occurrence book or electronic system to log incidents and activities.
• Adherence to minimum wage requirements as per PSIRA rates.
• Implementation of emergency response procedures and timely reporting of incidents.
• Provision of security equipment and maintenance thereof.
• Compliance with occupational health and safety standards and internal security protocols.

Skills Requirements

The skills and qualifications required for security personnel include:

• Registration with the Private Security Industry Regulatory Authority (PSIRA).
• Valid security officer certification and security clearance from the South African Police Service.
• Knowledge of security procedures, crime prevention, and emergency response.
• Ability to operate communication devices such as radios and mobile phones effectively.
• Physical and mental fitness suitable for security duties.
• Professional conduct, courteous behavior, and good interpersonal skills.
• Understanding of relevant legislation and internal security policies.
• Experience in security patrols, access control, and asset protection.
