Objectives

The primary objective of this tender is to engage a competent security service provider to deliver 24-hour security (guarding) services at the Stanger District Office for the KwaZulu-Natal Department of Public Works over a period of thirty-six (36) months. The goal is to ensure a safe, secure, and healthy working environment by protecting assets from fire, theft, vandalism, and other security threats, in compliance with relevant legislation and departmental policies.

Scope

The scope of work includes:

• Patrolling of the premises, including inner and outer perimeters and office spaces.
• Access control for personnel, visitors, and vehicles.
• Monitoring and controlling assets and personnel movement.
• Implementing general crime prevention measures.
• Managing site security through patrols, incident reporting, and site inspections.
• Providing security equipment such as radios, torches, vehicle scanners, and maintaining security documentation.
• Ensuring security staff are properly trained, equipped, and compliant with departmental standards.
• Managing security staff shifts, site visits, and incident logs.

The service provider must also facilitate site visits, inspections, and ensure continuous communication and reporting to the department.

Technical Requirements

• Provision of qualified security personnel with valid PSIRA registration and security clearance.
• Security staff must be trained in relevant legislation, including the Control of Access to Public Premises and Vehicles Act, Firearms Control Act, and Criminal Procedure Act.
• Deployment of security guards on day (06h00-18h00) and night (18h00-06h00) shifts, including weekends and public holidays.
• Supply and maintenance of security equipment such as radios, torches, vehicle scanners, and communication devices.
• Implementation of site patrols, incident reporting, and record-keeping via occurrence books or electronic systems.
• Compliance with health and safety standards, including PPE and proper conduct of security personnel.
• Provision of security staff with appropriate uniforms, identification, and security aids.
• Site inspections and audits to ensure service quality and compliance with contractual standards.

Skills Requirements

• Security personnel must possess a minimum of a Grade C security officer qualification.
• Registered with the Private Security Industry Regulatory Authority (PSIRA).
• Knowledge of relevant security legislation, emergency procedures, and crime prevention techniques.
• Ability to operate security equipment such as radios, scanners, and surveillance tools.
• Good communication skills, professionalism, and courteous conduct.
• Physical fitness and mental alertness to perform patrols and respond to incidents effectively.
• Experience in site patrols, access control, and incident management.
• Ability to produce accurate reports and maintain detailed logs of site activities and incidents.
