Objectives

The primary objective of this tender is to renovate and expand the Agricultural Office at Cofimvaba Town in the Inksika Yethu Local Municipality within the Chris Hani District. The project aims to improve the existing office infrastructure, ensure compliance with environmental and safety standards, and facilitate efficient service delivery through a labour-intensive construction approach aligned with EPWP regulations.

Scope

The scope encompasses the comprehensive renovation and expansion of the office building, including:

• Removal of existing roofing, sanitary fittings, and interior finishes.
• Construction of new roofing, ceilings, flooring, and sanitary installations.
• Installation of new doors, windows, security gates, and burglar-proofing.
• Construction of a guard house with specified specifications.
• Site clearance, earthworks, concrete works, and external infrastructure.
• Environmental management, waste disposal, and rehabilitation measures.
• Implementation of health, safety, and environmental protocols throughout the project duration.

The project also includes specific environmental and safety management plans, as well as compliance with applicable standards and regulations.

Technical Requirements

• Adherence to the South African Bureau of Standards (SABS 1200) specifications and other relevant standards.
• Use of approved construction materials, plant, and equipment as specified.
• Implementation of labour-intensive construction methods in line with EPWP guidelines.
• Proper management of existing services, environmental impacts, and waste disposal.
• Development and approval of site-specific health and safety plans, hazard identification, and risk assessments.
• Installation of electrical systems, roofing, sanitary fittings, and external structures according to specified standards.
• Environmental management including soil, water, air quality, and biodiversity considerations.
• Provision of adequate welfare facilities, security, and site management measures.

Skills and Competency Requirements

• Contractors must be registered with the CIDB in a minimum of Grade 3 GB or higher, with valid registration proof.
• Key personnel must possess relevant qualifications and experience, including:
  • Construction Manager with minimum NQF Level 6 qualification.
  • Construction Health & Safety Officer (CHSO) registered with SACPCMP, with a minimum NQF Level 5 qualification.
  • Qualified First Aiders (Level 3).
  • Qualified Risk Assessors and Safety Representatives.
• All personnel involved in working at heights, excavation, scaffolding, electrical work, and hazardous material handling must be competent and certified.
• Sub-contractors must have valid Good Standing certificates, appropriate H&S plans, and be compliant with all legislative requirements.
• Environmental and safety training must be provided to all workers, with records maintained in the health & safety files.
• Experience in labour-intensive construction projects, environmental management, and compliance with national standards is essential.
