Objectives

The primary objective of this tender is to renovate and upgrade the Bandlana Skills Centre located in Ward 30. The project aims to refurbish the existing facilities, extend certain sections, and improve infrastructure to enable optimal functioning of the Skills Centre. The works include demolition, construction, installation of new facilities such as kitchens, ablution blocks, parking areas, fencing, and related infrastructure to support skills development activities.

Scope

The scope of work encompasses:

• Demolition of existing structures and infrastructure as specified.
• Construction of new sections including a 12m² kitchen, 5m² storage, and 10m² ablution facilities.
• Installation of interlocking pavers and a 512m² parking area with fencing.
• Provision of boundary fencing, gates, signage, and landscaping.
• Electrical, plumbing, drainage, and other services as detailed in the specifications.
• Implementation of environmental management, health and safety, and quality control measures.
• Preparation of record drawings, as-built documentation, and project approach method statements.

Technical Requirements

The technical requirements include adherence to:

• Construction Industry Development Board (CIDB) registration with a grading of 4GB or higher.
• Compliance with South African National Standards (SANS) including SANS 1200 series for civil works, SANS 1921, SANS 1914, and other relevant specifications.
• Implementation of environmental management plans, health and safety regulations, and construction environmental management procedures.
• Use of approved materials, plant, and equipment as specified in the tender documents.
• Design and execution of works in accordance with approved drawings, specifications, and standards.
• Provision of quality control, testing, and inspection services, including record keeping and reporting.
• Timely submission of progress reports, programme updates, and as-built documentation.

Skills Requirements

The skills and experience required for tenderers include:

• Relevant experience in renovation, refurbishment, and civil construction projects of similar scope and complexity.
• Qualified personnel including project managers, site agents, engineers, and safety officers with appropriate certifications and proven track records.
• Demonstrated ability to manage health and safety, environmental, and quality assurance requirements effectively.
• Competence in using construction management software for programming and reporting.
• Capability to mobilize and manage labor, plant, and materials efficiently, with a focus on local resource utilization where possible.
• Knowledge of compliance with South African legislation, including Occupational Health and Safety Act, Construction Regulations, and environmental regulations.
• Ability to produce detailed method statements, project approach plans, and record drawings.
