Objectives

The primary objective of this tender is to procure services for the repair and maintenance of the Napier Community Hall. The goal is to restore the hall to its original functionality, ensuring safety, durability, aesthetic appeal, and compliance with relevant legislation such as the Occupational Health & Safety Act and the National Building Regulations.

Scope

The scope includes:

• Supply and installation of glazing (e.g., glass Louvre panes, obscure glazing)
• Repainting and repair of external walls, fascia boards, downpipes, gutters, and roof surfaces
• Repainting security gates and outdoor signage
• Provision of professional signage with specified inscriptions and materials
• Repair and maintenance of internal features such as stage tiles and skirting
• Adherence to specifications for surface preparation, sealing, and finishing
• Implementation of Labour Intensive Construction (LIC) methods and promotion of local employment and training opportunities

Technical Requirements

The technical requirements encompass:

• Use of specified materials such as 6mm glass Louvre panes, 4mm glazing, and obscure glazing
• Preparation of surfaces to the highest standards, including sealing junctions and cracks with polyurethane and acrylic sealants
• Application of primers, undercoats, and finishing coats with approved colours and samples
• Compliance with SABS and relevant national/international standards for materials and workmanship
• Adherence to safety, health, and environmental regulations during all phases of work
• Provision of detailed work schedules, including daywork and equipment costs
• Implementation of quality control measures and final inspections with municipal representatives

Skills Requirements

The tenderer must demonstrate:

• Registration with the Construction Industry Development Board (CIDB) in a grading of 1 GB or higher
• Proven experience in similar repair and maintenance projects, supported by references and schedules of satisfactorily completed works
• Capability to supply skilled personnel, including supervisors, artisans, and laborers trained in LIC methods
• Knowledge of and compliance with occupational health and safety regulations, including the preparation of health and safety plans
• Ability to prepare and adhere to detailed work schedules, including daywork and equipment hire rates
• Capacity to promote local employment, training, and enterprise development as per project specifications
• Provision of necessary certifications such as B-BBEE status, tax compliance, and insurance certificates
