Objectives

The primary objective of this tender is to repair and re-commission the De Aar Effluent Treatment Plant over a period of 3 months. The project aims to restore the plant's reliable, compliant separation and transfer of oily effluent to the municipal connection or approved discharge point, ensuring environmental compliance and operational efficiency. Additionally, the project seeks to address the current non-operational status of the plant, which causes effluent buildup and costly disposal, by restoring full functionality and compliance standards.

Scope

The scope of work includes:

• Repair and re-commissioning of the De Aar Effluent Plant to ensure full operational status.
• Replacement of submersible effluent pumps, including hydraulic duty considerations for oily effluent with suspended fines.
• Overhaul of rope skimmer systems, including replacement of ropes and rollers with OEM-approved parts.
• Replacement and repair of electrical components such as motor/gearbox, PLC, and MCC systems.
• Installation of discharge piping to municipal tie-in using uPVC or HDPE pipes, with appropriate joints and valves.
• Replacement of critical sensors, including oil holding tank level sensors.
• Overhaul of auxiliary components such as guide rails, duckfoot bases, lifting chains, NRV, and isolating valves.
• Implementation of safety, health, and environmental standards, including compliance with relevant legislation and standards.
• Waste management and desludging activities, ensuring no discharge to stormwater or soil.
• Documentation, testing, and certification to ensure plant compliance and operational readiness.

Technical Requirements

The technical requirements specify that all work must adhere to applicable laws, regulations, and standards, including but not limited to:

• Construction Regulations (2014)
• Electrical Installation Regulations (2009)
• Driven Machinery Regulations (2015)
• GN R.634–636 of 2013 (disposal norms & standards)
• SANS/IEC standards for electrical and mechanical components
• Material specifications: SS316, SS304, hot-dip galvanized hardware, uPVC, HDPE pipes
• Motor and electrical components rated IP68/IP65, Class F insulation, thermal protection
• Pump specifications: abrasion-resistant impeller, suitable hydraulic duty, sealed cable entry
• Installation of accessories: guide rails, guide chains, valves, piping, sensors, and PLC/HMI systems
• Compliance with safety, health, and environmental standards, including site-specific hazard assessments and area classification

Skills Requirements

The contractor and their team must possess the following skills and qualifications:

• Registered electrical installation electricians with a DoL Certificate of Compliance
• Qualified mechanical and electrical technicians experienced in effluent treatment plant repairs
• Skilled welders and pipefitters familiar with uPVC and HDPE piping systems
• Certified pump and motor refurbishers, including rewind and bearing replacement
• Experience in rope skimmer overhaul, including OEM parts replacement and alignment
• PLC/HMI programming and troubleshooting skills for reinstating control systems
• Health and safety officers with relevant certifications and site safety management experience
• Environmental compliance specialists familiar with waste management and disposal regulations
• Project management skills to coordinate activities, ensure timelines, and document compliance

Tenderers must demonstrate their capability through relevant certifications, experience in similar projects within the past 10 years, and compliance with all technical and safety standards specified.
