Objectives

The primary objective of this tender is to facilitate the repair and refurbishment of the Bhekumthetho Gravel Road in Ward 19, ensuring improved road conditions, safety, and accessibility. The project aims to employ labour-intensive construction methods to promote local employment, skills transfer, and community participation, aligning with the Expanded Public Works Programme (EPWP) goals. Additionally, the project seeks to ensure compliance with environmental, health and safety, and procurement regulations, fostering sustainable and responsible construction practices.

Scope

The scope encompasses comprehensive activities including:

• Site clearance, earthworks, and excavation
• Construction of road layers, drainage, and related infrastructure
• Provision of temporary traffic management and safety measures
• Implementation of environmental management and protection measures
• Provision of community liaison, training, and skills transfer programs
• Supply and installation of signage, fencing, and other ancillary works
• Final site clearance, cleanup, and rehabilitation

The project involves detailed planning, execution, and monitoring of labour-intensive activities, with a focus on local employment, skills development, and environmental sustainability.

Technical Requirements

The technical requirements include:

• Adherence to the Standard Conditions of Tender and Contract, including the General Conditions of Contract for Construction Works (Third Edition, 2015)
• Compliance with the South African National Standards (SABS) and SANS specifications for materials, earthworks, concrete, geotextiles, and other construction components
• Implementation of a comprehensive Health and Safety Plan aligned with the Occupational Health and Safety Act (Act No 85 of 1993) and Construction Regulations 2003
• Environmental management in accordance with the Environmental Management Plan (EMP) and relevant regulations
• Use of labour-intensive construction methods as specified, with minimum labour content targets and local employment promotion
• Provision of quality assurance, testing, and inspection procedures
• Proper site establishment, logistics, and safety measures, including traffic management and community liaison
• Accurate measurement, reporting, and documentation of work progress, environmental compliance, and community engagement

Skills Requirements

The skills and qualifications required for tenderers and their personnel include:

• CIDB grading of 3 CE or higher for general civil works
• Demonstrated experience in civil engineering, road construction, earthworks, and drainage
• Qualified project management and site supervision personnel, including:
• Project Managers with relevant civil engineering qualifications and experience
• Site Foremen and Supervisors with minimum NQF Level 5 or 7 qualifications in civil engineering or related fields
• Skilled artisans and workers with appropriate trade qualifications
• Management and supervisory staff with experience in labour-intensive construction methods and community engagement
• Environmental and health & safety officers with relevant training and certification
• Community liaison officers familiar with local community dynamics and language
• Plant operators and equipment operators with valid licenses and experience
• Ability to implement and monitor training programs, skills transfer, and employment of targeted groups (women, youth, disabled)

Furthermore, personnel must possess the necessary physical, technical, and managerial skills to execute the scope efficiently, safely, and in compliance with all regulatory requirements.
