Objectives

The primary objective of this tender is to undertake the repair and refurbishment of the Ezibomvu Gravel Road in Ward 14, ensuring the road is reconstructed to meet specified standards, improve accessibility, and support local development. The project emphasizes the transfer of skills, employment creation, and adherence to environmental and safety regulations, aligning with the municipality’s goals for transformation, job creation, and sustainable infrastructure development.

Scope

The scope encompasses comprehensive civil works including:

• Site clearance, excavation, and earthworks
• Construction of roadbed, layers of gravel, and surfacing
• Stormwater drainage, culverts, and related structures
• Provision of temporary and permanent access roads
• Installation of road signs, markings, and safety features
• Environmental management, erosion control, and site rehabilitation
• Provision of site facilities, water, power, and welfare amenities
• Implementation of labour-intensive construction methods where specified
• Training, skills transfer, and community engagement activities

The project also includes compliance with health and safety regulations, environmental standards, and community participation protocols.

Technical Requirements

• Adherence to the Standard Conditions of Tender and Construction Regulations (OHSA 1993 & Construction Regulations 2003)
• Provision of detailed project and safety plans, including risk assessments and environmental management plans
• Use of approved materials, plant, and equipment conforming to specified standards (SABS, SANS)
• Implementation of quality assurance and control measures, including testing and inspection
• Labour-intensive construction methods for specified activities, with minimum labour content of 5%
• Proper site management, including traffic control, site facilities, and waste management
• Environmental protection measures, including vegetation preservation, erosion control, and archaeological artifact management
• Effective community liaison and employment of local labour and targeted enterprises
• Provision of safety equipment, signage, and training in line with occupational health and safety standards

Skills Requirements

• Technical expertise in civil engineering, earthworks, drainage, and road construction
• Experience in labour-intensive construction methods and project management
• Capacity to implement environmental and safety management systems
• Skills in community engagement, labour management, and skills transfer
• Qualified personnel including project managers, site supervisors, safety officers, and skilled artisans
• Proficiency in quality control, testing, and compliance with standards
• Ability to coordinate training programs, including structured skills development and entrepreneurial training
• Experience in handling environmental, archaeological, and social aspects of construction projects
