Objectives

The primary objective of this tender is to undertake the repair and refurbishment of the Hluma (Nseka) gravel road in Ward 13, ensuring improved road conditions, safety, and accessibility. The project aims to utilize labour-intensive construction methods to promote job creation, skills transfer, and community participation, aligning with the Expanded Public Works Programme (EPWP) goals. Additionally, the project seeks to adhere to environmental, health, and safety standards, ensuring sustainable and responsible construction practices.

Scope

The scope of work includes:

• Construction of approximately 0.808 km of gravel road, including site clearance, earthworks, drainage, and pavement layers.
• Provision of site facilities, traffic accommodation, and environmental management measures.
• Implementation of labour-intensive methods for activities such as excavation, backfilling, earthworks, and construction of structures.
• Provision of training and skills development for local labour and targeted enterprises, including structured and in-service training.
• Compliance with environmental, health, safety, and community participation requirements as per specifications.
• Coordination of subcontractors, community liaison, and adherence to contract participation goals.

Technical Requirements

The technical scope encompasses:

• Adherence to the Standard Specifications (SABS 1200 series, SANS standards) and project-specific specifications.
• Use of approved materials, including gravel, geotextiles, concrete, and other construction materials, conforming to relevant standards.
• Implementation of quality assurance and control measures, including testing, inspections, and record-keeping.
• Use of labour-intensive construction methods for specified activities, with appropriate supervision and safety measures.
• Provision of site facilities, traffic management, erosion control, and environmental protection measures.
• Compliance with Occupational Health and Safety regulations, including risk assessments, safety plans, and appointment of safety personnel.
• Implementation of community participation and skills transfer mechanisms, including training programmes and employment of targeted enterprises.
• Proper documentation, including drawings, records, certificates, and reports, for project monitoring and audit purposes.

Skills Requirements

The tenderer must demonstrate:

• Proven experience in civil engineering, road construction, and related civil works, with certified references for similar projects completed within the last five years.
• CIDB registration of at least Grade 3 CE or higher, with relevant grading for civil works.
• Capability to implement labour-intensive construction methods, including management and supervision of labour, plant, and materials.
• Qualified management and supervisory staff, including a Construction Manager, Site Foreman, and safety officers, with appropriate qualifications and experience.
• Ability to provide comprehensive training programmes, including structured, in-service, entrepreneurial, and community training, with qualified trainers and training institutions.
• Capacity to employ and manage local unskilled, semi-skilled, and skilled labour, with a focus on community involvement and job creation targets.
• Financial capacity to undertake the project, evidenced by bank guarantees, financial statements, and relevant supporting documents.
• Compliance with environmental, health, and safety standards, including appointment of safety personnel, risk assessments, and safety plans.
• Ability to coordinate subcontractors, community liaison, and meet contract participation goals effectively.
