Objectives

The primary objective of this tender is to repair and refurbish the Khence (Ngenetsheni) Gravel Road in Ward 3, ensuring improved road conditions, safety, and accessibility. The project aims to support local employment and skills development through labour-intensive construction methods, promote environmental sustainability, and ensure compliance with relevant legal and safety standards.

Scope

The scope encompasses comprehensive repair and refurbishment of the gravel road, including:

• Site clearance, excavation, and earthworks
• Construction of drainage systems, culverts, and headwalls
• Pavement layers of gravel, including material selection and placement
• Overhaul, stabilization, and compaction of materials
• Provision of temporary traffic control, signage, and safety measures
• Environmental management, including vegetation protection and archaeological considerations
• Provision of site facilities, water, power, and sanitation
• Training and employment of local labour, including structured skills development and entrepreneurial training
• Implementation of contract participation goals and community liaison activities

Technical Requirements

The technical scope includes adherence to:

• Standardized specifications such as SABS 1200 series, SANS 1200, and relevant regulations
• Design and construction of drainage, earthworks, and pavement layers as per project drawings and specifications
• Implementation of labour-intensive methods for specified activities, with minimum labour content targets
• Compliance with Occupational Health and Safety Act No 85 of 1993 and Construction Regulations 2003
• Environmental management plans, including vegetation protection, archaeological site preservation, and pollution control
• Quality assurance through testing, supervision, and record-keeping
• Provision of site facilities, signage, and traffic management measures
• Monitoring and reporting on employment, training, and community participation

Skills Requirements

The tenderer must demonstrate:

• Proven experience in civil construction, especially gravel road rehabilitation and earthworks
• Capacity to implement labour-intensive construction methods, with skilled supervisory and management staff
• Technical competence in drainage, pavement construction, and environmental management
• Ability to coordinate community liaison, training, and employment of local labour and targeted enterprises
• Compliance with health and safety regulations, including appointment of safety officers and record-keeping
• Provision of qualified personnel such as project managers, site supervisors, safety officers, and key technical staff
• Capacity to monitor and report on project progress, employment creation, and environmental compliance
