Objectives

The primary objective of this tender is to facilitate the repair and refurbishment of the Mbambongocu Gravel Road in Ward 2, ensuring improved road conditions, safety, and accessibility. The project aims to employ labour-intensive construction methods to promote local employment, skills transfer, and community involvement, aligning with the broader goals of socio-economic development and infrastructure improvement within the municipality.

Scope

The scope encompasses comprehensive repair and refurbishment activities including:

• Site clearance, excavation, and earthworks
• Construction of roadbed, layers of gravel, and surfacing
• Stormwater drainage, culverts, and related structures
• Provision of temporary traffic accommodation and signage
• Environmental management, site rehabilitation, and protection of natural fauna and archaeological sites
• Implementation of labour-intensive construction methods with local labour and targeted enterprise participation
• Provision of training, safety, and community liaison activities
• Project management, supervision, and quality assurance

The project covers the entire process from site preparation to final completion, including environmental and social considerations, with a focus on local employment and skills development.

Technical Requirements

The technical requirements specify adherence to:

• Standard specifications including SABS 1200 series, SANS standards, and relevant regulations
• Labour-intensive construction methods compliant with SANS 1921-5 and other relevant standards
• Environmental management and protection measures as per the Environmental Management Plan
• Occupational health and safety compliance in accordance with OHSA 1993 and Construction Regulations 2003
• Quality assurance through documented procedures, testing, and inspection
• Proper site management including traffic accommodation, site facilities, and protection of existing services and archaeological sites
• Use of approved materials, geotextiles, and plant equipment conforming to specified standards
• Labour and community engagement strategies, including training and safety protocols

Skills Requirements

The tenderer must demonstrate the following skills and competencies:

• Technical expertise in civil engineering, earthworks, and road construction, with a minimum CIDB grading of 3CE or higher
• Proven experience in labour-intensive civil works, including gravel roads, drainage, and earthworks
• Capacity to implement environmental and safety management plans effectively
• Ability to coordinate community liaison, labour management, and training programs
• Qualified management and supervisory personnel, including project managers, site foremen, and safety officers with relevant qualifications and experience
• Capability to monitor and report on project progress, quality, and community engagement activities
• Experience in working with targeted enterprises and local community participation in construction projects
• Knowledge of applicable standards, regulations, and best practices in construction, safety, and environmental management
