Objectives

The primary objective of this tender is to appoint a Service Provider to perform Structural Engineering services for the repairs and renovations of all buildings and related services at Kroonstad Police Station. The scope includes civil, structural, electrical, mechanical, and other engineering disciplines necessary to ensure comprehensive rehabilitation and upgrade of the facilities, with an emphasis on energy efficiency, sustainability, and compliance with relevant legislation.

Scope

The scope of services encompasses:

• Preliminary investigations, feasibility studies, and assessments.
• Design development including concept, preliminary, and detailed design stages.
• Preparation of tender documentation, specifications, and procurement strategies.
• Construction supervision, contract administration, and inspection.
• Close-out activities including final documentation, defect rectification, and handover.
• Additional services such as environmental impact assessments, targeted procurement, and compliance with occupational health and safety standards.
• Coordination with other service providers (architects, quantity surveyors, electrical and mechanical engineers).
• Adherence to project milestones, reporting, and legislative requirements.

Technical Requirements

The technical requirements include:

• Provision of professional engineering services in accordance with the 2023 NDPW Scope of Engineering Services and Tariff of Fees.
• Design and documentation compliant with local standards, regulations, and environmental policies.
• Implementation of energy-efficient, sustainable, and "green" design solutions.
• Preparation of detailed drawings, specifications, and cost estimates for all project stages.
• Effective construction monitoring and contract administration, including site inspections and quality assurance.
• Compliance with Occupational Health and Safety Act, environmental legislation, and security clearance requirements where applicable.
• Use of compatible software applications for project programming and documentation.

Skills Requirements

The tenderer must demonstrate:

• Registered professional engineers and technologists registered with the Engineering Council of South Africa (ECSA).
• Proven experience in structural, civil, electrical, and mechanical engineering projects, especially in building renovations and repairs.
• Capability to undertake comprehensive investigations, design, and documentation for multi-disciplinary projects.
• Experience in project management, contract administration, and construction supervision.
• Ability to coordinate with other service providers and stakeholders effectively.
• Knowledge of applicable legislation, standards, and environmental policies.
• Capacity to deliver within specified project milestones, budgets, and quality standards.
• Provision of qualified Key Persons with relevant experience, CVs, and professional registration certificates.
• Demonstrated financial stability and professional indemnity insurance coverage as per tender requirements.
