Objectives

The primary objective of this tender is to secure a service provider for the repair and supply of HR97 interlocking system equipment used in the KwaZulu-Natal (KZN) region. The contract aims to ensure the availability, maintenance, and refurbishment of interlocking units and data input cards over a period of 24 months, on an as-and-when-required basis, to support the operational safety and efficiency of railway signaling systems.

Scope

The scope of work includes:

• Supply and repair of HR97 interlocking system units (both Siemens and Actom brands).
• Supply and repair of data input cards (both Siemens and Actom brands).
• Delivery of equipment to PRASA KZN Clairwood Signal Department, with transport costs included in the final pricing.
• Refurbishment of geographical interlocking units, including re-wiring, testing, and quality assurance, in accordance with specified technical standards.
• Provision of repair procedures, quality checks, and documentation for all work carried out.
• Contract duration of 24 months or until a total value of R2,000,000 (VAT inclusive) is reached, whichever occurs first.

Technical Requirements

The technical specifications encompass:

• Supply and repair of HR97 interlocking units and data input cards, meeting design, performance, and safety standards as per annexures and applicable specifications (e.g., BBC 5942 Version 1).
• Transport of units to and from Clairwood Signal Depot, with costs included in the unit prices.
• Repair procedures to include detailed testing, documentation, and certification by qualified Signal Engineers/Technicians.
• Use of approved refurbishment processes, including cleaning, re-wiring, component testing, and quality assurance aligned with Spoornet standards.
• Adherence to safety, quality, and engineering standards during refurbishment and repair activities.
• Completion of detailed test sheets and checklists for each unit, with records kept for future reference.

Skills Requirements

The successful bidder must demonstrate:

• Qualified Signal Engineers or Technicians with relevant certifications and experience in interlocking systems, specifically HR97 units.
• Proficiency in refurbishment, repair, and testing of geographical interlocking units, including wiring, component replacement, and functional testing.
• Ability to prepare detailed repair and quality assurance documentation, including test sheets and certification.
• Knowledge of applicable standards and specifications (e.g., BBC 5942, CSE-1133-105, CSE-1164-005).
• Experience in managing logistics for equipment transportation and handling sensitive signaling components.
• Capability to adhere to safety, quality, and operational requirements as specified by PRASA and Spoornet.
