Objectives

The primary objective is to secure qualified service providers to diagnose, repair, and restore two specific Uninterruptible Power Supply (UPS) units to full operational condition at the Onderstepoort Veterinary Institute in Pretoria.

Scope of Work

• Repair one (1) UPS unit, model P3000-M (3000VA/3000W).
• Repair two (2) UPS units, model 9SX30001 (240V ~3000VA/2700W/12.5A).
• Conduct a compulsory site briefing prior to finalizing the quotation.
• Clearly state the warranty period and coverage extent for all repair work performed.
• Deliver completed repairs within the timeframe specified in the quotation.

Technical Requirements

• Quotations must be submitted on official company letterhead, fully signed, and include a valid quotation validity period.
• All pricing must be quoted in South African Rand (ZAR) and strictly inclusive of VAT, delivery, insurance, and any applicable taxes.
• Suppliers must explicitly state the expected delivery or completion date.
• Attachment of the Central Supplier Database (CSD) registration number and a complete CSD report is mandatory.
• Completion and submission of all prescribed Standard Bidding Document (SBD) forms, including preference claims and bidder disclosure declarations.
• Compliance with the National Treasury General Conditions of Contract and the ARC Supply Chain Management Code of Conduct.
• The procuring entity reserves the right to benchmark prices, conduct due diligence, and reject quotations containing unapproved special terms.

Skills & Experience Requirements

• Proven technical competency in servicing and repairing high-capacity UPS systems (3000VA/3000W class).
• Submission of verifiable documentation demonstrating relevant past experience in similar power backup maintenance or electronics repair services.
• Ability to navigate public sector procurement compliance, including accurate completion of preference point claim forms and anti-collusion disclosures.
• Capacity to provide reliable post-repair support and honor stated warranty terms.

Key Terms & Procurement Framework

This tender utilizes South Africa’s statutory 80/20 preferential procurement principle: 80 points are awarded to the lowest acceptable price, while 20 points are allocated based on socio-economic transformation goals. These goals reward bidders for:

• Ownership by Historically Disadvantaged Individuals (HDIs), women, youth, and persons with disabilities (PwD) at 51% or higher.
• Broad-Based Black Economic Empowerment (B-BBEE) status levels 1 through 4.
• Demonstrated promotion of Small, Medium and Micro Enterprises (SMMEs).

CSD Registration is the mandatory national database for all entities transacting with South African government departments. SBD Forms are standardized legal declarations required to verify company structure, disclose conflicts of interest, certify non-collusion, and claim preference points. Failure to submit compliant SBD forms or CSD documentation results in automatic disqualification.
