Objectives

The primary objective of this tender is to secure a qualified contractor to undertake repairs and maintenance of railway sidings for the Msunduzi Municipality on an "as and when required" basis. The work aims to ensure the safety, functionality, and integrity of the railway infrastructure, including track repairs, sleeper replacements, welding, ballast replacement, vegetation control, and related activities, in compliance with safety standards and legislative requirements.

Scope

The scope encompasses:

• Maintenance and repair of railway sidings along specified tracks within Msunduzi Municipality, including operations such as lifting, packing, and realignment of tracks, sleeper replacement, welding, ballast screening and replacement, vegetation clearance, installation of stop blocks, and other miscellaneous track works.
• Specialized railway works such as welding of copper joints, rail fitting, ballast handling, vegetation spraying, and safety documentation management.
• Coordination with Transnet Freight Rail (TFR) for line access, line closure, and safety compliance.
• Implementation of safety standards, incident reporting, and adherence to Railway Safety Regulator (RSR) requirements.
• Provision of all labour, equipment, materials, and compliance documentation necessary for the execution of the works.

Technical Requirements

The technical requirements include:

• Completion of all works in accordance with the detailed specifications, including standard railway maintenance procedures and standards such as Spoornet E 10-1996, SABS 1200NB, and RSR standards.
• Use of approved materials and workmanship, with testing and inspection as directed by the Engineer.
• Proper handling, transportation, and installation of rails, sleepers, crossings, and other track components.
• Welding of rails and joints to ensure structural integrity and safety.
• Ballast screening, supply, and replacement to maintain track stability.
• Vegetation control through herbicide spraying and vegetation clearance to ensure clear track access.
• Installation and maintenance of safety signage, barricades, and other safety apparatus.
• Preparation and submission of safety documentation, incident reports, and track inspection reports as per RSR standards.
• Coordination with Transnet Freight Rail for line access and safety permissions.

Skills Requirements

The tenderer must demonstrate the following skills and qualifications:

• Qualified Track Master/Plate Layer with proven railway track maintenance experience, certified through a recognized trade test or qualification.
• Experience in railway track construction, repair, and maintenance, supported by detailed CVs and references.
• Registered and professionally registered safety officers with SACPCMP or equivalent, with experience in managing railway safety systems.
• Competence in welding, track realignment, ballast handling, and vegetation control.
• Ability to prepare, manage, and submit safety and incident reports, track inspection reports, and compliance documentation.
• Staff with valid railway safety qualifications, including flagmen and safety officers, fully compliant with railway safety standards.
• Proficiency in coordinating with Transnet Freight Rail and other stakeholders for line access and safety permissions.
• Demonstrated capacity to undertake emergency works and respond promptly to safety or operational issues.
